<p><span lang="EN-US">RO has reported that the Project Proponent has applied for obtaining consent to establish under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 from the Board, for establishment of marriage palace of capacity 500 guests with the name and style of The Grand Kairon Resort under M/s D.K. Brothers, VPO Kairon, Tehsil Patti, Distt. Tarn Taran.</span></p>
<p><span lang="EN-US">Details of the project are as under:</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The project proponent has submitted copy of change of land use from Senior Town Planner, Amritsar bearing memo no. 2636 dated 16/12/2019, wherein permission for land use for establishment of marriage palace has been granted in an area of 3.625 Acres, bearing khasra Nos. 77//24/2/1/2/1 (0-7), 76//21/1 (2-0), 21/2 (5-2), 77//25/1 (3-15), 25/2 (0-10), 25/3 (2-17), 99//4/3/2 (2-2), 99//5/2 (7-2) & 100//1/2 (5-5).</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">As per project report submitted by the project proponent, total cost of the project is Rs 1.65 Crores, as such the project proponent has deposited Rs 8900/- vide UTR No. AXMB222135538388 dated 01/08/2022, which makes it adequate for 01 year period.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The project proponent has submitted feasibility report of STP to be installed at marriage palace for treatment of effluent to be generated comprising of Screen Chamber </span><span lang="EN-US">à</span><span lang="EN-US"> Collection Tank </span><span lang="EN-US">à</span><span lang="EN-US"> Oil & Grease Trap </span><span lang="EN-US">à</span><span lang="EN-US"> Aeration Tank (MBBR Reactor) </span><span lang="EN-US">à</span><span lang="EN-US"> Secondary Tube Settler </span><span lang="EN-US">à</span><span lang="EN-US"> Filter Feed Tank </span><span lang="EN-US">à</span><span lang="EN-US"> Dual Media Pressure Filter </span><span lang="EN-US">à</span><span lang="EN-US"> Sludge Drying Bed.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The project proponent has submitted location plan cum site plan prepared from an architect.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The project proponent has submitted latha (revenue map) of the site.</span></p>
<p>To check compliance, the site was visited by undersigned (AEE) on 03/11/2022 and it was observed as under:</p>
<p>• The marriage palace with functional hall of capacity of 500 persons has already been established and being operated at the site with marriage function going in the palace.</p>
<p>• The palace has installed 02 nos. underground pakka tanks for collection of collection of effluent along with outlet of the same into the neighbouring drain</p>
<p>• The marriage palace has developed plantation area along its boundary however, the same is not being utilized for disposal of effluent.</p>
<p>• The palace has not provided suction hood over the cooking operations at Kitchen section to arrest the exhaust emissions.</p>
<p>• The palace has not provided in-situ arrangement for treatment / disposal of solid waste generated from its premises and as per representative same is being handed over to the poultry farms</p>
<p>• The representative of the marriage palace informed that dry waste i.e. empty bottles, broken glass and plastic is sold to kabaries.</p>
<p>• The palace has installed 03 no. canopy based DG sets of capacity 150 KVA, 150 KVA with canopy and adequate stack and 40 KVA without canopy and inadequate stack.</p>
<p>In view of the above, the marriage palace has already been established at the site and is not complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as with the guidelines issued by the Board vide order no. (HQ-2)/2021/64 dated 02.02.2021.</p>
<p>RO has recommended that NOC application of the project proponent may be refused.</p>
<p>May if approved, SCN for refusal of CTE/NOC be issued for 07-days, please. </p>
