<p class="MsoBodyText" style="margin-bottom: .0001pt; text-align: justify;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif';"><span style="mso-spacerun: yes;"> </span>The shopping mall has now applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board.</span></p>
<p class="MsoBodyText" style="margin-bottom: .0001pt; text-align: justify;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif';"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The shopping mall was visited by officers of Regional Office-2, Jalandhar on 26.09.2022 and it was observed that:-</span></p>

The treated domestic effluent is discharged into M.C sewer after STP. However, the water meter was non-functional, so domestic effluent discharge through STP could not be calculated.</span></p>

The water meter reading was noted to be 167728 KL during the visit.</span></p>

As per the feasibility report submitted at the time of CTE, the maximum demand for domestic is 48 KLD, HVAC is 30 KLD and green area is 10 KLD. However, the average domestic consumption after discounting for HVAC and green area comes out to be 70 KLD and effluent generation comes out to be @ 56 KLD, which is much more than the consent discharge of 37 KLD.</span></p>

The mall has not made any arrangement for in-house treatment of the solid waste, as per MSW Rules, 2016.</span></p>

<p class="MsoBodyText" style="margin-bottom: .0001pt; text-align: justify;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif';"><span style="mso-spacerun: yes;"> </span>Accordingly, the shopping mall was issued show cause notice for refusal of consent under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 with personal hearing before Chairman of the Board on 07/11/2022.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1;"><span style="mso-spacerun: yes;"> </span></span><span style="font-family: 'Arial','sans-serif'; mso-bidi-font-weight: bold;"><span style="mso-spacerun: yes;"> </span></span><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1; mso-bidi-font-weight: bold;">T</span><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1;">he representative of the industry informed that</span><span style="font-size: 11.5pt; line-height: 115%;"> </span><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1;">the water meter at outlet of STP was not functional only for few days due to technical snag. They have maintained all reading records for the remaining period and same was shown to the officer at the site. However, new meter was installed immediately. The average fresh water consumption is between 80-90 KLD only due to annual cleaning of HVAC, fire tanks it increases. 2 Fire tanks of having capacity of 1 Lakh liter each. However, discharge of treated water to main MC sewer is approx. 15-20 KLD per day which is almost half than approved which is 37 KLD. They have paid sharing charges of amount more than 25 Lakhs to Municipal Corporation, Jalandhar. Apart from that Municipal Corporation is also taking water/sewerage charges as per the reading of borewell of fresh water. They voluntarily showed the reading to the concerned officer. The officer had only noted the highest consumption on a particular day and that was due to annual fire tanks and HVAC cleaning. However, the average consumption is app. 880-100 KLD per day in summers and decrease in winter depending upon the weather conditions. It includes HVAC/Green area/fire tanks and domestic use. They do pay the charges to the MC, Jalandhar for the same as per bore well reading and confirm that if consumption increase in future, they will amend the requirement. They are only discharging treated water into main sewer and taken from them after paying sharing charges. Rest, they can assess if feasible they can use some water for green area. Regarding solid waste management, they use to pay to MC, Jalandhar recruited vendor Jindal Company to collect domestic garbage on chargeable basis and later when company got dispute with MC, Jalandhar, other vendor was recommended by the company ACME Engineers on chargeable basis who decompose dry/wet at his own premises. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1;"><span style="mso-spacerun: yes;"> </span>The Hazardous waste authorization expired last year, they will renew the same in limited time. They are using only one DG Set and consent is taken for 3 DG Sets. The Electricity supply to premises is from the Main 66 KV Station with separate feeder and it's a Hot Line. The DG works very rare main supply is PSPCL. Further, they have been facing lot of problems since last few years due to financial crisis in the sector and especially after Covid-19 the toughest period they are facing. They did huge investments in Punjab and seek support for the same for the smooth running of the businesses. They are putting best efforts to get back the things on track, which will definitely give benefit to Punjab. They are law abiding citizen and will follow the rules as per the Government and requested to renew the consent. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="font-size: 11.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; color: black; mso-themecolor: text1;"><span style="mso-spacerun: yes;"> </span>After hearing, the officer of the Board and representative of the industry, the Chairman of the Board decided that:-</span></p>
