File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry was granted &lsquo;Consent to Operate&rsquo; under the Water Act, 1974 and Air Act, 1981 valid upto 05.08.2023 &amp; 30.06.2022 respectively for manufacturing of corrugated boxes @ 35000 Numbers/Day by operating one thermopack of capacity @4 Lac KCal by using Wood @ 400 Kg/hr as fuel along with cyclone as APCD.</p> <p style="text-align: justify;">Earlier, the industry had applied for obtaining varied 'Consent to Operate' under the Air Act, 1981 for manufacturing of corrugated boxes @ 35000 Numbers/Day along with one thermopack of @ 4 Lac KCal by using wood /steam coal/ pet coke @ 400 Kg/hr with cyclone as APCD.</p> <p style="text-align: justify;">The industry was visited by officer of the Board on 15.07.2022 and it was observed as under:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry was in operation and engaged in the manufacturing of corrugated box by using craft paper as raw material.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry has Installed 5 no. stitching machines, 2 no. slaughter machines, 1 no. automatic corrugated machine, paper cutting, printing.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry had installed one no. thermopack of capacity 4.0 lacs Kcal and was using wood as fuel. The Industry had provided only cyclone as APCD alongwith stack of adequate height. However, during visit thick black smoke was being emitted from the chimney of the boiler. Also, the complaint in this regard was received from the residents of Village Gaunspur.</p> <p style="text-align: justify;">The industry was violating the provisions of Air (Prevention &amp; Control of Pollution) Act, 1981 and the application applied by the industry for consent to operate under the Air (Prevention &amp; Control of Pollution) Act, 1981 was refused vide no. CTOA/Varied/LDH3/2022/19128508 dated 06.08.2022.</p> <p style="text-align: justify;">Thereafter, notice u/s 31-A of the Air (Prevention &amp; Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Chief Environmental Engineer, Ludhiana on 17.08.2022, wherein it was decided that:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall maintain and operate boiler &amp; its air pollution control device (APCD) regularly and efficiently, so as to achieve the stack emission standards consistently as prescribed by the Board/ MoEF&amp;CC and also ensure not to emit black smoke under any circumstances.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Industry shall deposit Environmental Compensation (EC) of Rs. 50,000/- in lieu of the violations made by the industry.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall submit Bank Guarantee of amount Rs. 50,000 /- as an assurance to comply with the provisions of Air (Prevention &amp; Control of Pollution) Act, 1981.</p> <p style="text-align: justify;">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;It was made clear to the industry that if the Industry was found emitting black smoke in future, then closure orders will be issued against the industry, without any further notice/opportunity of hearing.</p> <p style="text-align: justify;">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify the contentions made by the industry, collect air emissions sample and submit report/ recommendations, within one month.</p> <p style="text-align: justify;">Now, the industry has applied for obtaining renewal of &lsquo;Consent to Operate&rsquo; under the Water Act 1974 and the Air Act, 1981 for manufacturing of corrugated boxes @ 35000 Numbers/Day along with one thermopack of @4 Lac KCal by using wood @ 400 Kg/hr with wet scrubber as APCD along with one DG set of capacity 60 KVA with canopy. The industry has already deposited consent fee, which is adequate upto 30.06.2025 under both acts.</p> <p style="text-align: justify;">The industry has submitted bank guarantee of Rs. 50,000/- vide BG No. 00420100000638 dated 19.10.2022 valid upto 14.10.2026. The industry has also deposited Environmental Compensation of Rs. 50,000/- vide R. No. 54/5480 dated 04.11.2022.</p> <p style="text-align: justify;">The industry was visited by officer of RO on 10.11.2022 and it was observed as under:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;The industry was in operation and engaged in the manufacturing of corrugated box by using craft paper as raw material.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed 5 no. stitching machines, 2 no. slaughter machines, 1 no. automatic Corrugated machine, paper cutting, printing.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed one no. thermopack of capacity 4.0 lacs Kcal and was using wood as fuel. The industry has now upgraded its APCD and has provided cyclone separator followed by wet scrubber as APCD alongwith stack of adequate height. During visit no black smoke was observed from the chimney of the boiler.</p> <p style="text-align: justify;">4.&nbsp;&nbsp;&nbsp;&nbsp;The industry has installed 1 D.G. set of capacity @60KVA, which is fitted with canopy and stack of adequate height.</p> <p style="text-align: justify;">5.&nbsp;&nbsp;&nbsp;&nbsp;There is no generation of trade effluent and only domestic effluent is discharged onto land for plantation after septic tank.</p> <p style="text-align: justify;">As such, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as decisions of personal hearing dated 17.08.2022.</p> <p style="text-align: justify;">In view of above it is recommended &lsquo;Consent to Operate&rsquo; under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for period upto 30.06.2025 with suitable conditions and special condition that the industry shall get its air emission samples analyzed from Board&rsquo;s lab within 03 months.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">&nbsp;Competency : SEE, ZO-2, Ludhiana</p>
