It is intimated that the project proponent was granted Consent to Establish NOC vide no. CTE/Fresh/LDH3/2022/19616318 dated 14.09.2022 valid upto 13.09.2023 for establishment of Hot Mix Plant' for production capacity of premix @ 200 MTPD in the revenue estate of Village Hawas (Hadbast No. 59) in an area of 16 Kanals (2 Acres), bearing khasra no. 7//25(8-0), 10//5(8-0), 16(7-11),17(7-19), 18/1/1(1-16), Tehsil Ludhiana East, District Ludhiana.  The project proponent has informed that this plant will be established on temporary basis for the period of three years for doing the work of roads with NHAI. Now, the project proponent has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operating of Hot Mix Plant' for production capacity of premix @ 200 MTPD with discharge of domestic effluent @ 0.8 KLD onto land for plantation through septic tank through OCMMS. The project proponent has deposited Rs. 69,000/- vide UTR No. N309222194234448 dated 05.11.2022 under Water Act, 1974 & Rs. 69,000/- vide UTR No. N309222194230317 dated 05.11.2022 under the Air Act, 1981. The project proponent has submitted C.A certificate of Rs. 591.62 Lacs. The consent fee deposited by the project proponent is adequate upto 31.08.2026 under both acts.                     The project proponent has filled online application form and submitted the requisite documents i.e. C.A. Certificate, Compliance report of NOC granted, MOA, Copy of registry, Copy of DTP certificate regarding land use, Power of Attorney, Approval letter from NHAI. The industry had already submitted DTP certificate and SDM, East Ludhiana letter regarding land use and distance certificate according to which site is suitable for this project and NOC was granted to it.                     The site of the HMP was visited by AEE of this office on 15.11.2022 and observed that :- 1.    The project proponent has installed one Hot Mix Plant in the revenue estate of Village Hawas and ready to run. The plant was not in operation during visit, hence sampling could not be carried out. 2.    The Project Proponent has informed that it has installed its hot mix plant in the area of the site falling in industrial zone as per letter issued by DTP. The detailed comments regarding site was already sent with the NOC application of the industry, which was granted upto 13.09.2023. 3.    The project proponent has provided new sapling around the boundary of plant. The project proponent has installed the STP for the treatment of its domestic effluent. The treated effluent will be discharge onto land for plantation provided by the industry. The STP was not in operation as plant is not commissioned. The industry has submitted vide its letter that after the successful commissioning of its unit, the effluent & air emission samples will be got analyzed. 4.    The project proponent has provided stabilized movement road with stone for movement of vehicles.           In view of above, if approved consent to operate may be granted to the project proponent under the Air (Prevention & Control of Pollution) Act, 1981 for operating of Hot Mix Plant' for production capacity of premix @ 200 MTPD in the revenue estate of Village Hawas (Hadbast No. 59), Tehsil Ludhiana East, District Ludhiana upto 30.09.2025 with usual conditions and special condition that the project proponent will got analyzed its stack emission samples from the Board within 01 month after commissioning of the unit.
