<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is a small scale red category dyeing unit, earlier the industry was granted consent to operate under Water Act, 1974 and Air Act, 1981, both valid upto 08.09.2022 for production of dyeing of PC/cotton fabrics @ 1500 Kgs/day with disposal of trade effluent @ 100 KLD onto land for plantation at land of about 1.2 Acres after ETP and domestic effluent @ 1.0 KLD onto land for plantation after septic tank.</p>
<p style="text-align: justify;">Earlier, the industry has applied for Consent to Establish (NOC) for expansion in the existing unit under Water Act, 1974 & Air Act, 1981 for the production of dyeing of PC/cotton fabrics @ 5000 Kgs/day & dyeing of polyester fabrics @ 2000 Kgs/day with the disposal of trade effluent @ 300 KLD onto land for plantation after ETP and domestic effluent @ 3.0 KLD onto land for plantation after septic tank but the same was refused.</p>
<p style="text-align: justify;">Now, the industry has applied for revised Consent to Establish (NOC) for expansion in the existing unit under Water Act, 1974 & Air Act, 1981 for the production of dyeing of PC/cotton fabrics @ 4000 Kgs/day & dyeing of polyester fabrics @ 2000 Kgs/day with the disposal of trade effluent @ 240 KLD onto land for plantation after ETP and domestic effluent @ 3.0 KLD onto land for plantation after septic tank. The industry has deposited NOC fee, which is adequate for one year.</p>
<p style="text-align: justify;"> The industry was visited by the officer of RO on 29.09.2022 and observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry is fabric dyeing unit and the same was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 08 soft flow machines of capacity (450KgX1, 300kgX1, 200KgX5 and 150KgX1) inside the premises for the dyeing of fabric.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Now the industry has proposed to install total 11 soft flow machines including existing machinery. The proposed installed capacity of the machinery after replacing some old machines and with new installed machinery will be (450KgX2, 300kgX7, 150KgX1 and 10KgX1) inside the premises for the dyeing of fabric.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed ETP for the treatment of effluent generated from the dyeing process. During the visit ETP was in operation and the treated effluent was being discharged onto land for plantation.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has proposed to upgrade its existing ETP and has also submitted the feasibility report of the ETP of capacity 325 KLD based upon pysico chemical treatment.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has proposed to discharge the treated trade effluent onto land for plantation at area of about 3.2 aces. The industry has also submitted the land documents of the proposed plantation area. During the visit plantation was going on at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry is already heaving consent to operate for the discharge @ 100 KLD onto land for plantation, now the industry has proposed to add 2 acres of plantation alongwith the existing plantation and the same will be adequate to manage the increased discharge @ 140 KLD. After expansion total TE will be 240 KLD and the total plantation will be 3.2 acres, which is principally adequate.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry has installed one Boiler of steam generation capacity @ 3.2 TPH with multi cyclone as APCD with adequate stack height. Wood/Rice husk were being used as fuel. Earlier the air emission sample was collected on 10.01.2022 and the same was sent to the Board’s lab for analysis as per which the concentration of particulate matter is 239 mg/Nm3, which is within the prescribed limit of 500mg/Nm3.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The industry has installed one D.G set of capacity of 320 KVA, which is fitted with canopy at site.</p>
<p style="text-align: justify;">In view of above, it is recommended that the consent to establish (NOC for expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of one year for the generation and disposal of trade effluent @ 240 KLD onto land for plantation at 3.2 acre land with usual conditions, please.</p>
