<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The Sewage Treatment Plant of 60 MLD capacity based on SBR Technology is under installation by Municipal Corporation, Ludhiana at Village Balloke, District Ludhiana for the treatment of the domestic effluent generated from the Ludhiana city.</p>
<p style="text-align: justify;">The Punjab Water Supply & Sewerage Division, Ludhiana has allotted vide letter no. 4778 dated 02.12.2020 to M/s Khilari Infrastructure Private Limited for installation of STP 60 MLD capacity at Balloke.</p>
<p style="text-align: justify;">Now, the Punjab Water Supply & Sewerage Division, Ludhiana has applied "Consent to Establish/ NOC" for establishment of Sewerage Treatment Plant (STP) of capacity 60 MLD at Balloke, District Ludhiana. The Local Body has deposited NOC fee, which is adequate for one year. (Fee calculated as decided in the 1st Core-Committee meeting (2019) taken by the Chairman of the Board on 30.01.2019). The Punjab Water Supply & Sewerage Division, Ludhiana has proposed to discharge its treated effluent into Buddha Nallah after treatment.</p>
<p style="text-align: justify;">Accordingly, the site of the project was visited by AEE of RO on 29.09.2022 and it was observed that construction work of STP was under process at site and almost 30%. Civil work has been completed at site. The proposed date of commissioning of the STP is 30.06.2023.</p>
<p style="text-align: justify;">In view of the above, it is recommended that Consent to Establish/ NOC under the Water (Prevention & Control of Pollution) Act 1974 & under the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Sewerage Treatment Plant (STP) of capacity 60 MLD at Balloke, District Ludhiana may be granted for one year with usual conditions and special condition that:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The concerned authority shall adhere to meet with the prescribed standards & for providing proper and adequate disposal arrangements, as per timelines given in the Action Plan for clean River Sutlej.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The Municipal Corporation, Ludhiana and PWSSB, Ludhiana shall coordinate with Department of Soil and Water Conservation for providing the adequate arrangements for using the treated sewage of STP for onto land for irrigation/ plantation and submit the scheme before the commissioning of the proposed project.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The concerned department shall provide OCEMS at final outlet of STP, CCTV cameras and water flow meter at inlet as well as outlet of STP before its commissioning and shall connect the same with the Board’s server. </p>
