<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">It is submitted that the industry was earlier granted consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 vide no. </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">CTOW/Renewal/PTA/2018/7331475 </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">dated </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">18/05/2018</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">, valid upto </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">30/09/2022 </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. vide no. </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">CTOA/Renewal/PTA/2018/7330383 </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">dated </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">18/05/2018</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">, validity upto 30/09/2022 for manufacturing of Cotton Yarn @ 24 T /day by using </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">Cotton </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">@ 25.8 T/day as raw material subject to conditions as mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">Now, the industry has applied for varied consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Cotton Yarn @ 24 T /day to </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">39</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';"> T/day by using </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">Cotton </span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">@ 25.8 T/day to 41.80 T/day as raw material and discharge of domestic effluent @ 8.0 KLD o</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">nto land for plantation after passing through Septic Tank</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';"> under orange category along with requisite documents.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry has deposited Rs. 210000/- vide Online Receipt No. 941396683 dated 27.09.2022 as consent fee on account of the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 210000/- and Online Receipt No. 611755270 dated 27.09.2022 as consent fee on account of the under Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 25.08.2027 against the fixed assets of Rs. 3541.03 Lakh as on 31/08/2022 as per CA Certificate submitted by it. The industry has also deposited Rs. 21600/- vide Online Receipt No. 941396683 dated 27.09.2022 as NOC regularization fee against increase in the gross value of fixed assets.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry has submitted SDM report w.r.t siting guidelines & as per report , the site of industry falls outside MC limit at a distance of 319 meter, no lal lakit/phirni falls at a distance of 500 meter of the proposed site, the approved residential area falls more than 100 meter of proposed site and there are 3 no. of houses. The distances have been verified by the undersigned & the site is suitable as per policy of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry has submitted building plan got approved by Er. Rishi Garg, Competent Person under Director of Punjab Factory, Punjab.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry was visited by Asstt. Environmental Engineer of this office on 2.11.2022 . During the visit, it was observed that:</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">1. The industry was in operation.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">2. The industry has installed 2 no. Rotary Air Filter to control the fluff emissions.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">3. There is no source of trade effluent generation.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">4. The source of water supply is 1 no. submersible pump which are equipped with flow meter.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">5. The industry is not generating any kind of trade effluent from its process, however, it is recirculating water for cooling purposes @ 35 KLD.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">6. The industry is also generating domestic effluent @ 10 KLD which is being discharged onto land for plantation after passing through septic tank. The industry is having adequate plantation area to treat entire domestic effluent.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">The industry is complying with the conditions of consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The site of the industry is suitable for expansion of its unit.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';">In view of above, it is recommended that varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2026 subject to suitable conditions as per the policy of the Board.</span><span style="font-size: 12pt; line-height: 24px; font-family: Cambria, 'serif';"> </span></p> |
