<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Comments: Earlier, the industry was visited by the officer of this office on 31.05.2022 & found that the industry was in operation without consent to operate of the Board and without any Air pollution Control device and after considering the report of Regional Office the Competent Authority of the Board has confirmed direction u/s 31-A of Air (prevention & Control of Pollution) Act, 1981 as amended in 1987 vide no. 2197-98 dated 06.06.2022 for closure of the unit and disconnection of power supply available of the industry. In compliance of above said directions, the PSPCL authority has been disconnected the power supply of industry vide TDCO No. 112/1016 dated 27.06.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Thereafter, the industry was applied for consent to operate under Water (prevention & Control of Pollution) Act, 1974 & Air (prevention & Control of Pollution) Act, 1981 which were returned to the industry as the same were found incomplete. Further, it is intimated that the industry was in operation during the visit of officer of this office on 14.10.2022 during verification of disconnection of power supply by PSPCL authority and Air Pollution Control device installed by the industry was not as per feasibility report submitted. According to the report of Regional Office, the Competent Authority of the Board issued another direction u/s 31-A <span style="mso-spacerun: yes;"> </span>of Air (prevention & Control of Pollution) Act, 1981 to seal the DG set of the industry by Zonal Office-1, Ludhiana vide its letter No. 5027 dated 03.11.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the industry has again applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (prevention & Control of Pollution) Act, 1981. The site of the industry was visited by undersigned (JEE of RO-2) on 15.11.2022 to verify the contents of consent applications and to seal the<span style="mso-spacerun: yes;"> </span>DG set in compliance of above said directions of the Board and found as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">During visit the industry was not in operation due to directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 confirmed by the Board for closure of the unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has installed two nos, coal fired furnaces with separate flexible hoods and common wet scrubber as Air Pollution Control device.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>Now, the industry has installed water meter leading to heat treatment process and used for cooling purpose and its reading was 2.94 Kl and the industry has also installed energy meter with Wet scrubber with reading 00000.3 unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, there was no DG set installed in the premises of the industry, hence, it could not be sealed. Sh. Jaspal, proprietor of the industry was informed that the DG set was taken on rent at that day for lighting purpose only.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">As per statement of proprietor of the industry, entire cooling water shall be re-used and domestic effluent is discharging into sewer.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry is now complying with directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 issued by the Board and Assistant Town Planner, MC, Ludhiana has issued permission u/s 79 of the Punjab Regional Town Planning and Development Act, 1995 as amended in 2006 to the industry for its operation upto August, 2023 vide his office letter no. 81/Drg-C/PPCB/C dated 15.07.2022..</span></p>
