It is submitted that the industry is an existing unit and it has obtained consent to operate on 18.11.2014 for the production of Saila Rice @ 140 TPD with sorting, Refined oil @ 100 TPD & Vanaspati Ghee @ 100 TPD, Processing of rice bran in solvent extraction plant of capacity 200 TPD and Co-generation power plant of capacity 2.2 MW alongwith trade effluent @ 210 KLD.                               Thereafter, the industry has obtained varied consent to operate under the Water Act, 1974 vide no. CTOW/Varied/FZL/2021/16795107 dated 17/11/2021 and under the Air Act, 1981 vide no. CTOA/Varied/FZL/2021/16795097 dated 17/11/2021 for the production of Refined oil @ 100 TPD, Raw Rice / Sorted Rice with Dryer @ 140 TPD and by product De-oiled cake @ 100 TPD by using Paddy @ 200 TPD, Edible Oil for refinery @ 100 TPD and Rice Bran & Oil cakes @ 200 TPD as raw material and for discharge of treated effluent @ 100 KLD onto land for plantation, for a period upto 31/03/2022 each.                              After that, the industry has obtained renewal consent to operate under the Water Act, 1974 vide no.  CTOW/Renewal/FZL/2022/18617508 dated 26/05/2022 and under the Air Act, 1981 vide no.  CTOA/Renewal/FZL/2022/18617506 dated 26/05/2022 for the production of Refined oil @ 100 TPD, Raw Rice / Sorted Rice with Dryer @ 140 TPD and by product De-oiled cake @ 100 TPD by using Paddy @ 200 TPD, Edible Oil for refinery @ 100 TPD and Rice Bran & Oil cakes @ 200 TPD as raw material and for discharge of treated effluent @ 100 KLD onto land for plantation, for a period upto 30/09/2022 each.                              Now, the industry has applied for varied consent to operate for the production of Saila Rice with Sortex and Dryer @ 140 TPD, Refined oil @ 200 TPD and by product De-oiled cake @ 200 TPD by using Paddy @ 200 TPD, Edible Oil for refinery @ 200 TPD and Rice Bran & Oil cakes (For Solvent Plant) @ 200 TPD as raw material alongwith trade effluent @ 210 KLD. Vide this application, the industry has proposed to increase production of refined oil and production of saila rice instead of raw rice. The industry has submitted that no additional plant & machinery has been installed for the above said argumentation in production capacity as the industry will be manufacturing edible oil only and there will be no further processing of edible oil into vanaspati Ghee for which it has earlier obtained consents of the Board. The industry has already deposited consent fees under both Acts, which are adequate for a period upto 30/06/2026.                              The industry was visited by EE & AEE of the this office on 09.11.2022 and it was observed as under: - 1. The industry was not in operation for solvent plant, refining section and rice sheller plant. 2. The water pipeline to saila plant and Co-generation Power Plant was lying sealed. 3. The industry is upgrading its existing ETP to enhance the capacity to 500 KLD. The industry is providing ETP of components (for refinery stream) Screen Chamber, Oil & Grease Trap, Collection Dump and DAF.  4. The industry is providing ETP for Common Streams-Screen Chamber, Oil & Grease Trap, Equalization Tank with Air Diffuser (I&II), Tube Settler, Buffer Tank, UASB Reactor, Secondary Clarifier, Aeration Tank with Air Diffuser System, Clarifier, Filter Fired Tank, Hypo Dosing, Pressure Sand Filter and Activated Carbon Filter. For sludge treatment, sludge holing taking with diffuser, sludge feed pump & centrifuge. The industry has provided plantation area in 4 acres for disposal of treated effluent, which is adequate to handle effluent generation @ 210 KLD. 5. Domestic effluent of the industry is discharged onto land for plantation after septic tank.  6. Boiler furnace of capacity 08 TPH installed with Trima Cyclone as APCD and Thermo-pack of capacity 25 Lac Kcal installed with multi-cyclone. Common stack of adequate height with provision to facilitate the emission sampling has been provided with boiler furnace and thermo-pack. No fuel ash was found stored in the industry premises. Representative of the industry informed that the ash is being lifted by the local farmers for its utilization in their field. The industry has maintained record in this regard. 7. The industry has provided separate cyclone separators as APCDs with shelling section and paddy cleaner of dryer section. The industry has also provided storage yard for the storage of rice husk to be generated from the processing of paddy. 8. The industry has installed one D.G set having capacity 1000 KVA with canopy and stack of adequate height above roof level have been provided with the D.G set. 9. During visit, record of fresh water consumption, wastewater generated/ discharge, operation of ETP was checked and it was observed that the industry was non-operational since past three months.  10. The industry has not installed any additional machinery in its premises which is also evident from CA certificate submitted with the application.                              From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.                                Keeping in view of above, it is recommended that as under:- 1. Short term consents to operate under the Water Act, 1974 and the Air Act, 1981 for the production of Saila Rice with Sortex and Dryer @ 140 TPD, Refined Oil @ 200 TPD and by product De-oiled cake @ 200 TPD by using Paddy @ 200 TPD, Edible Oil for refinery @ 200 TPD and Rice Bran & Oil cakes (For Solvent Plant) @ 200 TPD as raw material may be granted for a period of six months with following conditions:- a) The industry shall submit completion certificate of ETP within 15 days so that performance of the same can be checked.  b) The industry shall not operate vanaspati Ghee section without prior permission of the Board. 2. Directions may be issued for de-sealing of saila plant, please.
