The industry was granted consent to operate under the Water Act, 1974 vide R16SGRCTOW3948406 dated. 02/06/2016 and the Air Act, 1981 vide no. R16SGRCTOA3935258 dated. 02/06/2016, both valid upto 30/06/2020, for manufacturing of Hotmix @ 125 MTD, subject to certain conditions mentioned therein under the name and style of M/s J.K. Associates, Malerkotla to Sangrur Road, Village Sangala, Tehsil & Distt. Malerkotla. The hot mix plant has now applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 under the name and style of M/s Hardeep Singh Contractor (Previously known as M/s J.K. Associates), Malerkotla to Sangrur Road, Village Sangala, Tehsil & Distt. Malerkotla. The hot mix plant has submitted copy of Sale agreement, lease deed and CA certificate alongwith other requisite documents. The industry has deposited consent fee Rs. 9350/-(Rs. 4950/- CTO fee, Rs. 1100/- NOC fee and Rs. 3300/- penalty fee) Vide R. No. 573153741 dated 15/11/2022 under the Water Act, 1974 and Rs. 8750/-(Rs. 4950/- CTO fee, Rs. 3300/- penalty fee and Rs. 500/- application fee) Vide R. No. 527256158 dated 15/11/2022 under Air Act, 1981, which is adequate upto 30/09/2024 under Water Act, 1974 and the Air Act, 1981. To verify the facts of the application the hot mix plant was visited by the AEE of this office on 15/11/2022 and contacted Sh. Hardeep Singh. During visit, it was observed as under:- <ol style="margin-top: 0in;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The hot mix plant was not in operation. The representative informed that the plant is not operation due to non availability of any work.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The industry has installed hot mix plant consisting of rotary drum for manufacturing of premix one oil fired rotary furnace.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The industry has installed wet scrubber as APCD to contain emission from rotary drum. Stack emission sample could not be collected due to non operation of the hot mix plant.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The industry has one oil fired bitumen heating tank with adequate stack height.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The industry has two no. DG set of capacity 125 KVA and 25 KVA with canopy and adequate stack height.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l0 level1 lfo1;">The industry has no source of trade effluent generation. Keeping in view of above, it is, therefore, recommended that the hot mix plant may be granted fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 upto 30/09/2024 under the name and style of M/s Hardeep Singh Contractor (Previously known as M/s J.K. Associates), Malerkotla to Sangrur Road, Village Sangala, Tehsil & Distt. Malerkotla for manufacturing of Hotmix @ 125 MTD with suitable conditions and special conditions that the hot mix plant shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month.
