<p>Sir RO has reported earlier, it is intimated that service station has granted consent to establish for a setting up of new service station from the Board vide online reference no. CTE/Fresh/GRP/2022/18779859 dated 13/06/2022 which is valid upto 12/06/2023 for the operation of service station Sale, Services & Repair of Four Wheeler cars @10Numbers/Day.</p>
<p>Now the Service station has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the operation of Service Station through OCMMS mode along with requisite documents which can be perused.</p>
<p>The service station has submitted approved building plan prepared by Competent person under Factory Act.</p>
<p>The service station has installed the ETP of capacity 5 KLD in its premises for treatment of effluent to be generated from washing of vehicles. The service station has submitted feasibility report of effluent treatment plant. As per detail submitted by the service station ETP installed having capacity of 5 KLD having components: Collection /Equalisation/Raw Water Tank-Effluent Lifting Pump – Flocculation Tank- Alum/Pac Dosing System- Sludge Removal- Treated Water Tank.</p>
<p> The service station has submitted report of DTP, Gurdaspur vide his office letter no. 410 dated 04/05/2022 and as per his report, the site falls in mixed land use as per Master Plan (2010-2031) of Batala. The DTP, Gurdaspur has further intimated that the CLU has required for the site and his allowed after obtaining CLU and approved building plan. However, the service station has also submitted report from Tehsildar, Batala issued dated 16.05.2022, in which it is intimated that the given Khasra Nos. of the site of the service station is located at 29.41 km from the International Border (India-Pakistan). It is pertinent to mentioned here that as per Industrial and Business Development Policy 2017 notified by Govt. of Punjab vide notification no. 1880 dated 16/11/2018, it has offered special incentives for development of extreme Border Zone of the area falling within 30 km of International Border and are exempted to obtained CLU. The industry has also submitted building/site plan prepared by Competent person under Factories Act.</p>
<p>The service station has deposited Rs. 42000/- vide NEFT. No. KARBN22256678431 dated 13/09/2022 under Air Act, 1981 and Rs. 42500/- vide NEFT. No. KARBN22256696887 dated 13/09/2022 Water Act, 1974 including Rs. 500/- as application fee. which are adequate upto 30.09.2027.</p>
<p>That the service station was visited on 10.11.2022 and it was observed as under:-</p>
<p>1. The Service Station was in operation during visit.</p>
<p>2. The Service Station has installed ETP of capacity 5 KLD having components: Collection /Equalisation/Raw Water Tank-Effluent Lifting Pump – Flocculation Tank- Alum/Pac Dosing System- Sludge Removal- Treated Water Tank.</p>
<p>3. The Service Station has not installed water meter on outlet of the ETP and representative was advised to install the same on ETP.</p>
<p>4. The Service Station has provided outlet of ETP to its water storage tank for purpose of recirculating its treated water.</p>
<p>5. The service station has installed D.G. set of capacity 125 KVA with canopy and adequate stack height.</p>

<p>RO has recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the Service Station for a period upto 30.9.2027 for the operation of service station Sale, Services & Repair of Four Wheeler cars @10 Numbers/Day with suitable conditions along with the special condition that as under:-</p>
<p>1. The Service Station shall install water meter at the outlet of the ETP and separate energy meter with ETP.</p>
<p>2. The Service Station shall analyze its treated effluent from the Board Lab within 02 months period.</p>
<p>3. The Service Station shall apply authorization under Hazardous Waste Management Rules, 2016 within 02 months.</p>

<p>In view of above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the Service Station for a period upto 30.9.2027 for the operation of service station Sale, Services & Repair of Four Wheeler cars @10 Numbers/Day with suitable conditions along with the special condition that as under:-</p>
<p>1. The Service Station shall install water meter at the outlet of the ETP and separate energy meter with ETP.</p>
<p>2. The Service Station shall analyze its treated effluent from the Board Lab within 01 month period.</p>
<p>3. The Service Station shall apply authorization under Hazardous Waste Management Rules, 2016 within 02 months.</p>
