<p style="text-align: justify;">It is submitted that the subject cited industry is a member of 50 MLD CETP. The tentative shares allotment of the member units was submitted by PDA vide its letter dated 22.07.2022, which was under consideration of the Board. The Competent Authority of the Board has directed to take interim actions as per e-noting no. 19582356. The application is being processed in light of directions given in the above said e-noting.</p>

<p style="text-align: justify;"> </p>
<p style="text-align: justify;">It is intimated that the industry namely M/s Hinglaj Processors, at Jagdishpura, Tajpur Road, Ludhiana. The industry is existing dyeing unit and a member of CETP 50 MLD. Earlier, the industry has proposed to shift part of its machinery to proposed unit at Jamalpur Awana, Tajpur Road and was granted ‘Consent to Establish’ / NOC under the provisions of the Water Act, 1974 & the Air Act, 1981, valid upto 13.10.2022 for establishment of dyeing unit for Dyeing of Pc/Polyester Cloth @ 8.5 Tonne/day and Dyed Acrylic Yarn @ 720 Kg/day with discharge of trade effluent @ 342 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD alongwith one boiler of 8 TPH, One thermopac of capacity 1000 U and one DG set of capacity 250 KVA subject to usual conditions mentioned therein.</p>
<p style="text-align: justify;">Now, the industry has applied for extension in ‘Consent to Establish’ / NOC under the provisions of the Water Act, 1974 & the Air Act, 1981 for establishment of dyeing unit. The industry has proposed to install 7 soft flow machines (300 kg X 2, 400 kg X 3, 600 kg X 2) and 4 hank dyeing machines (60 Kg each), one boiler of capacity 08 TPH, one thermopac of capacity 1000 U & DG set of capacity 250 KVA. The industry has proposed to discharge waste water @ 344 KLD into 50 MLD CETP for the dyeing cluster of Tajpur Road, Ludhiana through dedicated conveyance system. The industry has also proposed to install boiler of capacity 8 TPH with rice husk as fuel and cyclone separator as APCD. The industry has proposed to install thermopac of capacity 1000 U with rice husk as fuel and cyclone separator as APCD.</p>
<p style="text-align: justify;">M/s Punjab Dyer Association (SPV),Tajpur Road Module, Ludhiana vide its letter dated 22.07.2022 had submitted the letter regarding intimidation of the tentative share of the CETP, 50 MLD, Tajpur Road, Ludhiana amongst the dyeing members of Tajpur Road, Ludhiana. As per the list, the industry has been temporarily allotted shares of 609 KLD. These shares are temporary/tentative and their finalization is under the consideration of the Board.</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;">M/s Punjab Dyer Association (SPV),Tajpur Road Module, Ludhiana vide its email dated 04.08.2022 has submitted the latest report conducted by the Guru Nanak DevEngg College (GNE), regarding effluent discharge quantity of dyeing units of Tajpur Road, Ludhiana. This study was done by the GNE on entire existing dyeing machinery (Sealed and un-sealed) installed inside the dyeing units, by physically inspecting the site of each unit. As per the GNE report 2022, the industry has installed machinery for discharge of 572.8 KLD.</p>
<p style="text-align: justify;">At the proposed site was visited by AEE of RO on 28.10.2022 and observed that the building of industry is almost constructed & flooring work was under process at site. However, no dyeing machinery has been arrived at site. The industry has installed only boiler of 8 TPH with twin cyclone and adequate stack height.</p>
<p style="text-align: justify;">Keeping the above in view, it is recommended that request to extension in Consent to Establish / NOC may be considered for grant under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for one year for establishment for Dyeing Of Pc/Polyester Cloth @ 8.5 Tonne/day and Dyed Acrylic Yarn @ 720 Kg/day with discharge of trade effluent @ 342 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD alongwith one boiler of 8 TPH, One thermopac of capacity 1000 U and one DG set of capacity 250 KVA with usual conditions and special conditions that:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->(i) <!--[endif]-->In any case effluent generation from both the units of industry will never be more than 609 KLD into the conveyance system of CETP 50 MLD, For which it has allotted the share of 609 KLD & it will submit certificate from PDA of both units.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->(ii) <!--[endif]-->The industry will install EMF at inlet water supply before the commissioning of unit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->(iii) <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->(iv) <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->(v) <!--[endif]-->The industry shall obtain consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 before the commissioning of the unit.</p>
