<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">It is submitted that the subject cited industry was granted 'Consent to Operate' of the Board under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/RPN/2021/17194081 dated 24/12/2021 and under Air (Prevention & Control of Pollution) Act, 1981 vide no CTOA/Fresh/RPN/2017/6677506 dated 30/11/2017 both were expired on 30/09/2022 for operation of a marriage palace of capacity 500 persons/ function in total land area of 5392.37 sqm (built up area 1036.054 sqm).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 67.5pt; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">Now, the marriage palace has applied for obtaining renewal of 'Consent to Operate' under the Water Act, 1974 and Air Act, 1981 alongwith compliance of previous consents and consent fee. The industry has submitted the CA certificate wherein the value of fixed assets of the industry as on 26.09.2022 is of Rs. 86.00 lakhs.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 67.5pt; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">As per record file, the earlier fee deposited by the marriage palace was adequate upto 30.09.2024 only under the Water Act, 1974. Now the marriage palace has deposited consent fee under the both Acts as under:</span></p>

<p class="MsoListParagraphCxSpLast" style="margin: 0in 0in 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">As such, the fee deposited by the marriage palace under the Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 30.09.2026 and under the Air (Prevention & Control of Pollution) Act, 1981 is adequate upto 31.05.2027 after deducting 10% penalty as late application fee as per circular dated 29.10.2018.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The unit was visited by the AEE of this office on 17.11.2022 and Sh. Ranveer Singh, representative was contacted and it was observed as under:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 12pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace has provided oil & grease trap for kitchen effluent followed by septic tank and for the disposal of domestic effluent. The arrangement for utilization in the plantation area has been provided to utilize treated effluent along the boundaries and onto land for irrigation in an area of 6 kanal.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace has provided compost pits </span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">for composting of bio-degradable waste generated.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace has provided submersible pump for extraction of ground water but no water meter has been provided on the same and no record has been maintained for the consumption of fresh water.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 12pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace has provided ducting in the kitchen area for exhaust of bhathi/tandoor emissions using exhaust fans.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace has provided 01 no. DG set of capacity of 62.5 KVA with canopy and stack of adequate height.</span><span style="font-family: 'Bookman Old Style', 'serif';"> </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 0in; text-align: justify; text-indent: 1in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">From above, it is clear that the marriage palace is complying with the provisions under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">In view of above and the agenda generated, it is recommended that Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be renewed to the marriage palace upto 30.09.2026 subject to the suitable conditions and following additional conditions as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">This consent is valid for operation of a marriage palace of capacity 500 persons/ function per day.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The unit shall comply with the provisions of the Office Order no. SEE (HQ-2)/2021/64 dated 02.02.2021.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 6pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace shall install water meter to the submersible and maintain record of fresh water consumption within 15 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The project proponent shall utilize the entire quantity of treated wastewater for irrigating the plantation area developed by the marriage palace.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The project proponent shall promote solar energy and various areas and such as illumination and water heating.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The project proponent shall encourage the use of invertors instead of DG sets.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The project proponent shall ensure that the Hazardous waste (used oil, used batteries) generated in the premises are collected properly and disposed only to authorized recyclers registered with MoEF&CC/CPCB and valid operating license of PPCB.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The project proponent shall ensure that there is no usage of single use plastic-thermocol disposable items such as water bottler/water pouches/water cups/cups, plates, glasses, forks, spoons, straw etc. And single use decorating materials made of plastic-thermocol or any other non-biodegradable material on its premises.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in 0in 12pt 40.5pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: 'Bookman Old Style', 'serif';">The marriage palace shall ensure to comply with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 while conducting functions.</span></p> |
