Subject:      Application for obtaining extension in the validity period of ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981– M/s Rudra Infrastructures, Adjoining Swastik City Center, G.T. Road, Village Bullepur, Khanna, Distt. Ludhiana. Reference: Industry's online application ID 20401601 dated 15/11/2022. It is submitted that the subject cited project proponent was granted NOC from pollution angle under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/LDHKH/2021/14623277 dated 04/02/2021 valid upto 03/02/2023 and further expansion vide no. CTE/Exp/LDHKH/2021/16331241 dated 12/08/2021, extended upto 17/12/2022 for Building & construction project in total land area 23111 Sq Yard (19323 Sqm) having Commercial shops/ SCO 90 nos. and Cinema Hall/ Hotel site in an area (2554 Sq Yard).                    Now, the industry has now applied for obtaining extension in the validity of consent to establish (NOC) under the Water Act, 1974 and Air Act, 1981 along with requisite documents. The industry has further requested to extend the validity period of said NOC for further 1 year. The industry has also deposited NOC extension fee of Rs. 9000/- vide UTR No. N314222201045477 dated 10/11/2022 against the total project cost of Rs. 965.0 lacs, which is adequate for further one year i.e upto 16/12/2023 as per the Board’s Office Order dated 29/10/2018. The industry has informed vide its letter dated 15/11/2022, which is reproduced as below:                     "We hereby submitting the online CTE extension application for the infrastructure development project by M/s. Rudra Infrastructure located at G.T. Road, Adjoining Swastik City Center, Bullepur, Tehsil Khanna, Punjab. So far, 80% of the construction work has been completed and the remaining will be completed within six months. In order to complete the remaining work, we request you to kindly extend the CTE, the requisite fee for the same have been paid online and linked with the application."                     Accordingly, the site was visited by the undersigned on 17/11/2022 and it was observed that as under: <span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">1.    It has completed work regarding sewerage network, ploting of Commercial shops/ SCO 90 nos. and Cinema Hall/ Hotel site, Roof top rain water harvesting, GSB bed for roads, Electrical piping and Water storage tank of capacity 60 KLD. <span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">2.    Construction work of roads was in progress. <span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">3.    Work regarding electrical wiring, installation of STP, Street lights and Tiles is pending. <span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">4.    It has completed civil work for installation of STP of capacity 50 KLD for the treatment of domestic effluent @ 43.8 KLD. As per the representative, mechanical parts of STP will be delivered within next 15-20 days.                      In view of above, it is recommended that the validity of consent to establish (NOC) under the Water Act, 1974 and Air Act, 1981 may further be extended for one year as requested by the industry i.e. upto 16.12.2023 subject to the same conditions mentioned therein.
