CTOW/Varied/PTA/2017/6744362&nbsp;&nbsp;dated 12/12/2017, valid upto 30.09.2022 and under the Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. vide no. CTOA/Varied/PTA/2017/6744273 dated 12/12/2017, validity&nbsp;&nbsp;upto 30/09/2022&nbsp;&nbsp;for manufacturing of Cotton Polyster Yarn/Polyster Cotton Yarn/Cotton Yarn @ 20.85 MT /day by using Polyster Staple Fibre/Cotton @ 26.74 MT/day as raw material and discharge domestic effluent @ 20.0 KLD onto land for plantation after treated in STP, subject to conditions as mentioned therein.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">Now, the industry has applied for varied consents to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981 for manufacturing of Cotton Polyster Yarn/Polyster Cotton Yarn/Cotton Yarn @ 20.85 MT/day by using Polyster Staple Fibre/Cotton @ 26.74 MT/day as raw material and discharge of domestic effluent @ 20.0 KLD after treated in STP, under orange category along with requisite documents. The industry has deposited Rs. 3,60,000 /- vide Online Receipt No. 527054852 dated 07.09.2022 as consent fee on account of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Rs. 3,60,000/- and Online Receipt No.&nbsp;&nbsp;104473033 dated 07.09.2022&nbsp;&nbsp;as consent fee on account of the under Air (Prevention &amp; Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30.09.2027 against the fixed assets of Rs. 74.74 Crores as on 31/05/2022 as per CA Certificate submitted by it. The industry has also deposited Rs. 8400/- vide Online Receipt No.&nbsp;&nbsp;104473033 dated 07.09.2022 as NOC regularization fee against increase in the gross value of fixed assets.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry has submitted a letter in which it is mentioned as that&nbsp;&nbsp;the unit was granted varied consents under the Air Act, 1981 &amp; Water Act, 1974, valid up to 30/09/2022 and there is an increase of Rs. 3.54 crore in the gross value of fixed assets of the Company. However, the actual increase in the gross value of fixed assets of the unit is at Rs. 1.98 crore. The reason is that due to finalization of the Balance sheet of the Company as a whole, the value of land (not used) of Rs. 0.16 crore &amp; Land (office at Ludhiana) of Rs. 1.40 crore is taken into account. Actually the said lands are not related to the unit for which the industry is&nbsp;&nbsp;seeking consents to operate. The actual increase in the gross value of fixed assets relating to the unit is at Rs. 1.98 crore. (Building : Rs. 0.09 crore, Plant &amp; Machinery : Rs. 1.78 crore and M.F.A. : Rs. 0.11 crore). In this regard, the unit is&nbsp;&nbsp;depositing NOC regularization fee of Rs. 8,400/-.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry has submitted certificate from Registrar of Companies, Chandigarh regarding the name of the Company is changed from Gee Emm Spinfab Limited to Gee Emm Spinfab Private Limited w. e. f. 04/01/2022. However, there is no change in the Corporate Identity Number U17301PB2009PTCO33465.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry has submitted building plan got approved by Er. Jasbir Singh, Competent Person under Punjab Factory Act.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry was visited by Asstt. Environmental Engineer of this office on 01.11.2022&nbsp;&nbsp;and contacted Sh. Gian Chand, Director at site.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">&nbsp;During the visit, it was observed that:</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">1. The industry was in operation.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">2. The industry has installed 2 no. Rotary Air Filter&nbsp;&nbsp;to control the fluff emissions.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">3. There is no source of trade effluent generation.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">4. The source of water supply is 1 no. submersible pump which are equipped with flow meter.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">5. The industry is not generating any kind of trade effluent from its process, however, it is recirculating water for cooling purposes @ 84.0 KLD.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">6. The industry is also generating domestic effluent @ 20.0 KLD which is being discharged onto land for plantation after treated in STP. The effluent sample from the outlet of STP has been collected during visit and same has been sent to Head Office lab for analysis. The analysis report has been received and as per analysis report, the concentration of various parameters i.e pH(7.6), TSS (19 mg/l), COD (64 mg/l) &amp; BOD (17 mg/l) are found within permissible limit.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">7. The Ambient Air Quality station was also installed in the premises of the industry.<span style="mso-spacerun: yes;">&nbsp; </span>. The analysis report has been received and as per analysis report, the concentration of various parameters i.e SO2 ( 11.00 am- 3.00pm-7 micro gram/m3) &amp; ( 03.00 am- 7.00pm-8 micro gram/m3) and NO2 ( 11.00 am- 3.00pm-26 micro gram/m3) &amp; ( 03.00 am- 7.00pm-22 micro gram/m3), which are found within permissible limit. The concentration of PM10<span style="mso-spacerun: yes;">&nbsp; </span>was found 277 micro gram/m3 and AQI of that day was around<span style="mso-spacerun: yes;">&nbsp; </span>250 micro gram/m3. Thus, the contribution of PM10<span style="mso-spacerun: yes;">&nbsp; </span>was found within permissible limit.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">&nbsp;</span><span style="font-family: Calibri, 'sans-serif'; font-size: 12.5pt;">The industry is complying with the conditions of consents earlier granted to it under the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">Keeping in the view of above, it is recommended that Consent to Operate under Water Act, 1974 &amp; Air Act,1981 may be granted upto 30.09.2027 subjected to certain conditions as per policy of the Board.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 130%; background: white;"><span style="font-size: 12.5pt; line-height: 130%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">Competency : CEE, PBIP, Patiala.</span></p>
