<h1 style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-left: 72pt; text-indent: -72pt; line-height: normal;">Subject:      Proceedings of the personal hearing before Chairman of the Board on 07/11/2022 at Punjab Pollution Control Board, Zonal Office, Sri Amrtisar Sahib for refusal of consent under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 M/s Guru Nanak Auto Enterprises Ltd (Unit-III), Sarhali Road, Bundala, Goraya, Phillaur,  Distt-Jalandhar.  Following were present:-</h1> On behalf of Board:-              Er. Ravinder Bhatti, EE, ZO, Jalandhar.                                                                On behalf of Industry:-          Sh. Gulshan Sharma, AGM, HR.              The officers brought out that the industry was earlier granted consent to operate under Water Act 1974 & Air Act 1981 both valid upto 30.06.2022 for manufacturing of motor vehicle parts (input output Shaft/axle shafts) @ 20000 Numbers/Day under medium scale category with domestic effluent discharge @4 KLD onto land for plantation after septic tanks and for operation of 2 no. oil fired heat treatment furnaces and 1 no. shot blast machine.             The industry has now applied for renewal of consent to operate under Water Act 1974 and Air Act, 1981 through OCMMS under large scale red category. The industry was visited by the AEE of Regional Office-2, Jalandhar on 17.08.2022 and reported as under:- 1.    The industry does not generate any trade effluent and only domestic effluent is being discharged. 2.    The industry is an old unit and its site is located in the village Bundala, Tehsil-Phillaur, Distt. Jalandhar. The industry has no disposal arrangement for its domestic effluent except village pond, as such, the industry is required to develop its own area as per the Karnal Technology with adequate treatment arrangement for utilization of its domestic effluent. 3.    As per the application form, it has mentioned 55 workers with 300 working days working in three shifts, the industry will be generating an significant amount of untreated domestic effluent but it has not provided any sewerage treatment arrangement in its unit for the same. 4.    The industry has also not provided adequate plantation and nor any fixed pipeline for the utilization of its domestic effluent. 5.    The industry has carried out significant expansion in its unit of around Rs. 5717.59 lacs without NOC of the Board.  The site of the industry falls in the non-designated area in its unit but it has not taken any permission from the designated development authority / JDA as per the by-laws of the notified Master Plan Jalandhar for the expansion made. 6.    The industry has not revised its production details and raw material details after the expansion and has also not submitted the production detail during last one year at time of visit. 7.    The industry has installed 2 no. electric induction heaters, 3 no. D.G sets of 500, 380 KVA & 200 KVA capacity with canopies.                    Accordingly, the industry was issued show cause notice for refusal of consent under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981with personal hearing before Chairman of the Board on 07/11/2022.         The representative of the industry informed that they fall under orange category and before applying for renewal of the consents, they tried to change the category from red to orange in industrial profile but they could not change it. They do not have 2 no. oil fired heat treatment furnaces as well as 1 no. shot blast machine, now. They do not generate any trade effluent and only domestic effluent is generated. They dispose all the domestic effluent onto land for plantation through septic tanks and have developed the plantation area for the disposal of the domestic effluent. They have only two working shifts and there is no canteen in the premises. They have given purchase order for installation of STP of 20 KLD capacity. The construction work of STP is in progress and the same will be installed/ commissioned within 10 days. They got the maps approved from the Director of Factories and earlier they have taken the NOC from the Board for Motor Vehicle Parts (Input Output Shafts/Axle Shafts) 20,000 Numbers per day which have never exceeded. They have upgraded the old machinery so as to avoid any pollution load and also to get better quality product like robotic arms and Direct Drive Screw Press, etc. They have not increased the production capacity and the pattern of the raw material is also same. They have only upgraded machines with the latest technology and submitted the monthwise production details for the last one year.                     After hearing, the officer of the Board and representative of the industry, the Chairman of the Board decided that:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt; line-height: 18.4px; margin: 0cm 0cm 0.0001pt 36pt;">(1)  The industry shall install and commission the STP by 30.11.2022. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt; line-height: 18.4px; margin: 0cm 0cm 0.0001pt 36pt;">(2)  The industry shall not discharge any effluent in village pond and shall provide plantation area as per Karnal Technology for the disposal of the treated effluent. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt; line-height: 18.4px; margin: 0cm 0cm 0.0001pt 36pt;">(3)  The industry shall carry out activities for environmental improvements amounting to Rs. 10 lacs from the funds kept under CER Head by the industry in and around the area of the industry & shall submit the proposal within 30-days. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt; line-height: 18.4px; margin: 0cm 0cm 0.0001pt 36pt;">(4) Environmental Engineer, Regional Office-2, Jalandhar shall visit the industry to check the installation of STP, verify whether the machinery newly installed by the industry is polluting in nature and submit the report alongwith recommendations to decide the consent application by 16.11.2022. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -18pt; line-height: 18.4px; margin: 0cm 0cm 0.0001pt 36pt;">(5)  In case of failure to install/commission the STP by 30/11/2022, then the case be referred to the Committee constituted by the Board vide office order no. 260 dated 10.08.2022 for calculation/ evaluation of the Environmental Compensation to be imposed on the industry.                     May if approved, <span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">the above-mentioned decisions be conveyed to all concerned for compliance, please.
