This is a case of small scale orange category brick kiln and the brick kiln was earlier visited by AEE on 11.06.2022 and reported that the brick kiln was in operation during visit and is using unauthorized fuel i.e carbon powder mixed with coal in its kiln. The brick kiln has converted to high draft zig-zag technology and also observed that the brick kiln is not complying the provisions of Water Act, 1974 and under Air Act, 1981.               Thereafter, the brick kiln was issued direction u/s 31-A of Air  Act, 1981 vide Zonal Office letter No. 2086-88 dated 11.07.2022 for  closure of the unit alongwith direction to the District Food and Civil Supplies Controllers (DFSC), Jalandhar to suspend the license of the Brick kiln with immediate effect. Also directions were also issued to PSPCL authorities for disconnection of electricity available to the premises vide no. 2089-90 dated 11.07.2020.                Now, Regional Office has reported that the industry has applied for renewal of consent to operate under Air Act, 1981 and fresh consent under Water Act, 1974 through OCMMS. The industry has also submitted TDCO Dated 24.08.2022 issued by PSPCL authorities for disconnection of three phase electric connection available to the brick kiln in the name of Mrs. Jagdish kaur (Proprietor of brick kiln) at VPO Madar, Jalandhar.                     The industry was visited by EE & AEE on 31.10.2022 and observed that the BKO was not in operation. The electric connection of the brick kiln was found disconnected. No unauthorized fuel i.e carbon powder mixed with coal was seen at kiln. The brick kiln has already converted to high draft zig-zag technology. The BKO has uploaded the completion certificate issued by M/s Punjab State Council for Science & Technology, Chandigarh regarding the BKO has modified their existing brick kiln into induced draft brick kiln with Zig Zag firing as per design of PSCST, Chandigarh letter No. 19/175 dated 16.03.2019.                The BKO is not required to submit any environmental compensation as it has not operated without converting to Zig zag / induced draft technology any time between 01.02.2019 to 30.09.2019 as it was converted before and has obtained completion certificate regarding conversion to zig zag / induced draft technology.                  The Regional Office has approved for grant of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 to BKO for six months.              In view of the report of RO, if approved, temporary restoration of electric connection of the brick kiln may be granted to the BKO for six months and DFSC, Jalandhar be directed not to suspend the license of the Brick kiln for six months.
