File Note: <p>It is submitted that the HCF is a 7 bedded hospital and was granted consent to operate under the Water Act, 1974 vide no.&nbsp; CTOW/Fresh/FZR/2021/16483816 dated 05/10/2021 and under the Air Act, 1981 vide no.&nbsp; CTOA/Fresh/FZR/2021/16483804 dated 05/10/2021, both were valid upto 31/03/2022, subject to the suitable conditions mentioned therein. Also, the hospital was granted authorization under the BMW Rules, 2016 vide no. BMW/Renewal/FZR/2022/19499451 dated 03/09/2022, valid for a period upto 31/03/2024.&nbsp;</p> <p>Now, the HCF has applied for obtaining renewal of consent to operate under the Water Act, 1974 &amp; the Air Act, 1981 through OCMMS with requisite documents for 7 beds. The detail of case is as under:-</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has submitted copy of an agreement with common facility namely M/s Amritsar Envirocare Systems Pvt. Ltd., Village Iqbal Kalan, Chabal Road, Amritsar, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement made with facility was valid upto 31.03.2024.</p> <p>&bull;<span style="white-space: pre;"> </span>Sh. Harsha Bhola has submitted an affidavit dated 19.07.2021, in which he mentioned that I have taken over the firm M/s Dr. Raja Ram Bhola Memorial Clinic from my mother viz-a-viz Late Smt. Kanta Bhola W/o Dr. Raja Ram Bhola after she got expired on 04.06.2021.</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has submitted completion certificate feasibility report and completion drawing of the ETP cum STP of capacity 05 KLD installed by it in its premises for treatment of combined effluent (domestic + pre-treated liquid bio-waste) generated from its premises.</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has submitted undertaking regarding bed capacity of 07 beds installed by it in its premises and pre-treatment of liquid bio-waste by Sodium Hypochlorite.</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has submitted cantonment Board letter no. CBF/36/14/28-29/808 dated 30.06.1999 and no. CBF/36/14/28-29/808 dated 30.06.1999, wherein the plot no. 98-99 (in which hospital is situated) has been transferred to Smt. Kanta Bhola and Sh. Harsh Bhola (current prop.).</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has deposited Rs. 10,000/- each vide UTR no. IOBAN21258505470 dated 15.09.2021 and Rs. 10,500/- vide UTR no. IOBAN21214431851 dated 02.08.2021 as consent to operate fee under the Water Act, 1974 and the Air Act, 1981 respectively. The fee deposited by the HCF is adequate for a period up to 31.03.2026.</p> <p>&bull;<span style="white-space: pre;"> </span>The HCF has submitted completion certificate stating that ETP-cum-STP of capacity 5 KLD has been installed successfully as per drawing and other design parameters on 30.11.2020, having components of screen chamber, collection tank, Inlet chamber, MBBR (Aeration Tank), Secondary Tube Settler, Pre Filtration Tank, Dual Media Pressure Filter and Sludge Drying Bed.</p> <p>&bull;<span style="white-space: pre;"> </span>THE Hcf has submitted that they are bound to comply with the stipulations/guidelines of the concerned authorities regarding approval of Building Plan. For any financial losses in this regard to the hospital, we will be whole responsible for that. The treated effluent was discharged into Cantonment Board sewer.&nbsp;</p> <p>&nbsp;</p> <p>In view of the above, the HCF is complying with the provisions of the Water Act, 1974 and Air Act, 1981as well with the provisions of the Bio-Medical Waste Management Rules, 2016 and no action is pending against it.&nbsp;</p> <p>Keeping in view of above, may if approved, authorization applied under the Bio-Medical Waste (Management) Rules, 2016 may be granted to the HCF for bed capacity of 07 for a period up to 31.03.2026, subject to the same conditions and following additional condition that thrHCF shall submit extended agrement before the expiry of agrement in 2024.</p> <p>&nbsp;</p>
