<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is submitted that the project proponent had earlier applied for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 for Servicing / Washing of Vehicles 30 Nmbers/day and same was processed through OCMMS.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted a letter in which mentioned that:</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><strong><em><span style="font-family: 'Tahoma','sans-serif';">“That we are coming with our project RSA Dynamic Motors LLP at Tricity Trade Tower, Patiala Road, Zirakpur.</span></em></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><strong><em><span style="font-family: 'Tahoma','sans-serif';">It is certify that TTT project is in mix land use and commercial activity is allowed in the said land for that the project plan is duly approved by competent authority.”</span></em></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted a letter issued by MC, Zirakpur vide no. 1349 dated 20.09.2012 to Tricity Trade Tower, Nabha, (Zirakpur) regarding collection of solid waste material and garbage.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted flow diagram of ETP installed with the premises. The project proponent has submitted a copy of Certificate of Incorporation. The project proponent has submitted site plan approved by Competent Authority to the Tricity Trade Tower.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted lease deed between Satish Kumar Mehndiratta S/o Ashchraj Lal R/o Flat No. 502, GH 82, Sector-20, Panchkula Haryana and Devender Kumar Janeja S/o Jamna Dass Juneja R/o 117, New Awas Vikas, hari Mandir Road, Saharanpur, Uttar Pradesh (hereinafter referred to as LESSORS) of the <strong>First Part</strong> and M/s RSA Dynamic Motor LLP thorough its authorized signatory Mr. Nirmal Singh Raizada S/o Shri Suram Singh Raizada R/o 2010C, Block No. 23, Sector-63, Chandigarh (hereinafter referred to LESSEE) of the <strong>Second Part</strong>.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted partnership deed between Mr. Ranjeev Dahuja S/o Late Sh. Chaman Lal Dahuja R/o H. No. 76, Sector-7, Panchkula, Haryana (hereinafter called the first party), Mr. Sukhwant Singh S/o Sh. Harpal Singh R/o H. No. 160, Sector-9B, Chandigarh (hereinafter called the second party) and M/s Berkeley Motors Limited through its Director Roma Dahuja D/o Jagdish La Ahuja R/o House No. 76, Sector-7, Pachkula, Haryana (hereinafter called the third party).</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The site of the project proponent was visited by AEE of this office on 03.10.2022. During the visit, it was observed as under:</span></p>

<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The project proponent has installed ETP for the treatment of effluent generated from the washing process and same is reused with the help of recirculation.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It pertinent to mention here that the promoter company (i.e. M/s TRICITY TRADE TOWER DEVELOPED BY GS PROMOTERS & DEVELOPERS) had earlier obtained environmental clearance from SEIAA, vide no. SEIAA/2436 dated 25/05/2016, for the project being setup in an area of 7174.58 sq.m. and having total builtup area of 31800 sq.m. It has been mentioned in the Environmental Clearance as:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 27.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -27.0pt; line-height: normal; mso-list: l1 level3 lfo2;"><!-- [if !supportLists]--><strong><em><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em></strong><!--[endif]--><strong><em><span style="font-family: 'Tahoma','sans-serif';">The total water requirement of the project will be 45 KLD, out of which 30 KLD will be met through own tube well and the remaining 15 KLD will be met through re-cycling of the treated wastewater. The total wastewater generation will be 36 KLD, which will be treated in the STP to be installed in the premises of the project. Out of the total discharge, the project proponent will use 15 KLD of treated wastewater for flushing purpose, 4 KLD for irrigation of green area and remaining 17 KLD will be discharged into MC sewer in summer season. In winter season, 15 KLD of treated wastewater will be used for flushing purpose and remaining 21 KLD will be discharged into MC sewer. In rainy season, 15 KLD of treated wastewater will be used for flushing purpose and remaining 21 KLD will be discharged into MC sewer. The Municipal Council, Zirakpur has issued a letter no. 2353 dated 19/08/2016 to the project proponent for giving sewerage connection for discharging the treated wastewater after deposition of requisite charges to Municipal Council, Zirakpur and water supply/sewerage department of Zirakpur.</span></em></strong></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -27.0pt; line-height: normal; mso-list: l1 level3 lfo2;"><!-- [if !supportLists]--><strong><em><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em></strong><!--[endif]--><strong><em><span style="font-family: 'Tahoma','sans-serif';">About 272 Kgs/day of municipal solid waste will be generated. The solid waste will be disposed off by the firm at the dumping site or will be collected by MC, Zirakpur on payment.</span></em></strong></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -27.0pt; line-height: normal; mso-list: l1 level3 lfo2;"><!-- [if !supportLists]--><strong><em><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em></strong><!--[endif]--><strong><em><span style="font-family: 'Tahoma','sans-serif';">The E-waste will be handled and managed as per the E-waste (Management & Handling) Rules, 2011. The used oil from the D.G. sets will be stored in an isolated place and will be sold to approved re-cyclers as per the provisions of Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2008.</span></em></strong></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 27.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -27.0pt; line-height: normal; mso-list: l1 level3 lfo2;"><!-- [if !supportLists]--><strong><em><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span></em></strong><!--[endif]--><strong><em><span style="font-family: 'Tahoma','sans-serif';">The Govt. of India, Ministry of Defence has issued NOC vide the letter dated 02/12/2011 to the effect that the height of the building block shall not exceed 42.65 m above ground level.</span></em></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent (i.e. M/s TRICITY TRADE TOWER DEVELOPED BY GS PROMOTERS & DEVELOPERS) was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/1765147 dated 16.03.2022 which is valid upto 31.03.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/17651517 dated 17.02.2022 which is valid upto 31.03.2023 subject to certain terms and conditions mentioned therein. The project is having consents of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the project proponent was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2022/20045279 dated 10.10.2022 which is valid upto 30.09.2026 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the project proponent has applied for consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for Servicing / Washing of Vehicles 30 Nmbers/day alongwith requisite document which may kindly be perused.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had deposited Rs. 28800/- vide R. No. 795820196 dated 29.09.2022 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate for five years against the total cost of the project Rs. 97.99 lacs. The project proponent has mentioned date of commissioning on Feb, 2022 in its application form i.e. is adequate upto 31.01.2027. The project proponent has installed DG set of capacity 125 KVA provided with canopy & stack of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">In view of the above, it is recommended that consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 subject to suitable conditions as per policy of the Board.</span></p> |
