<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that for the rejuvenation of Buddha Nallah project a CETP of capacity 3.75 MLD is being installed by Municipal Corporation, Ludhiana at Haibowal Dairy Complex, Ludhiana through Punjab Water Supply & Sewerage Board for the treatment of the dairies waste effluent generated from the dairies at Haibowal Dairy Complex.</p>
<p style="text-align: justify;">The Punjab Water Supply & Sewerage Division, Ludhiana has allotted work to establishment & 10 year O& M vide letter no. 4778 dated 02.12.2020 to M/s Khilari Infrastructure Private Limited for installation of ETP 3.75 MLD capacity at Haibowal Dairy Complex, Ludhiana.</p>
<p style="text-align: justify;">Now, the Punjab Water Supply & Sewerage Division, Ludhiana has applied "Consent to Establish/ NOC" for establishment of Effluent Treatment Plant (ETP) of capacity 3.75 MLD at Haibowal Dairy Complex, Ludhiana. The Local Body has deposited NOC fee, which is adequate for one year.</p>
<p style="text-align: justify;">Accordingly, the site of the project was visited by AEE of RO on 15.11.2022 and it was observed that the construction work of the CETP has been started and presently the foundation work was going on.</p>
<p style="text-align: justify;">The CETP will be consisting of the components as:- MPSà Mechanical Coarse Screenà Equalizationà Chemical dozing arrangementà UASB reactorà SBR basinsà Fiber disc filterà Discharge.</p>
<p style="text-align: justify;">The PWSSB vide its letter no. 5855 dated 27.09.2022 has also submitted the complete basic Engineering Package (BEP) & drawing of 3.75 MLD at Haibowal Dairy Complex, Ludhiana. As per PWSSB letter no. 5186 dated 01.09.2022 this BEP is vetted by IIT Roorkee.</p>
<p style="text-align: justify;">PWSSB has proposed to install the ETP based on Physio Chemical followed by UASB and SBR treatment.</p>
<p style="text-align: justify;">In this project sludge handling units i.e. dewatering machine, screw press and centrifuge has been also proposed the dewatered sludge will disposed off outside. The MCL yet has to provide the proposed plan for handling the dewatering sludge.</p>
<p style="text-align: justify;">The treated effluent after treated will be discharge into Buddha Nallah. Apart from the above project, the MCL is also required to plan to provide the arrangement to reuse the treated effluent back by the dairy units in washing of cattles, floor etc. for secondary uses.</p>
<p style="text-align: justify;">In view of the above, it is recommended that Consent to Establish/ NOC under the Water (Prevention & Control of Pollution) Act 1974 & under the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Effluent Treatment Plant (ETP) of capacity 3.75 MLD at Haibowal Dairy Complex, Ludhiana may be granted for one year for treatment of dairy waste effluent @ 3750 KLD with usual conditions and special condition that:</p>
<p style="text-align: justify;">1. The concerned authority shall adhere to prescribed standards & deadlines for conform to the prescribed standards & for providing proper and adequate disposal arrangements, as per timelines given in the Action Plan for clean River Sutlej.</p>
<p style="text-align: justify;">2. The MC, Ludhiana will plan to provide the arrangement to the treated effluent back by the dairy units in washing of cattles, floor etc. for secondary uses so as to stop discharge of treated effluent into Buddha Nallah.</p>
<p style="text-align: justify;">3. MCL will submit the plan /proposed project for handling the dewatering/dry sludge to be generated from the ETP.</p>
