<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">Earlier, the promoter company was granted consent to establish (NOC) for the construction of residential group housing project namely “The hermitage park” developed by Paradigm Business Ventures, Zirakpur, Teh. Dera Bassi, Distt. SAS Nagar which was valid up to 25.10.2016. The said NOC was granted for the construction of 504 flats on 24706 sqm area having built up area of 55,899 sqm at Zirakpur, Tehsil Derabassi, District SAS Nagar. The NOC was extended up to 25.10.2017 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company was granted further extension in the validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2018/6800360 dated 16.01.2018 which was valid upto 25.10.2018 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The project proponent applied for fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and same was processed through OCMMS.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company had mentioned in the application form that it shall generate 94 KLD of treated wastewater out of which 8 KLD shall be utilized in the green area, 30 KLD shall be utilized for flushing purpose and 56 KLD shall be discharged into sewer. During visit it was observed that the project proponent has already developed chunk of area in the form of lawns and has started developing the additional green area within the complex for the utilization of the treated wastewater. Furthermore, the promoter company has also obtained permission from MC Zirakpur for discharge of the treated wastewater of their project into its sewer. Further, the promoter company shall generate total quantity of 348 Kg of solid waste and the promoter company had submitted a copy of the permission for the management and disposal of the solid waste from MC Zirakpur. Furthermore, the promoter company had submitted a copy of the permission from CGWA vide letter dated 10.02.2016 for abstraction of 252 cum/day of the ground water and the same has been expired on 09.02.2018.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company was granted environmental clearance under the EIA notification dated 14.09.2006 for the construction of a group housing project namely “The Hermitage Park” at Village Dhakauli, Zirakpur, District SAS Nagar. The total project area is 24706.019 sq.m having total built up area of 55899 sq.m.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">Thereafter, the promoter company was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2018/7085221 dated 26.03.2018 which was valid upto 31.03.2019 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2018/7099412 dated 26.03.2018 which was valid upto 31.03.2019 for operation of outlet for discharge of wastewater @ 94 KLD generated from 174 flats, out of total 504 flats (built up area 55,899 sqm) for which NOC has been granted vide no. 5883 dated 26/10/2015 (valid upto 25/10/2018) subject to certain terms and conditions mention therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">Now, the promoter company has applied partial varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of 400 flats alongwith requisite documents which may kindly be perused.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company had earlier deposited Rs 2,40,000/- (Rs 1,20,000/- each under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981) vide R. no. 04/4612 dated 15/02/2018 and same was adequate upto 11.02.2020.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company had deposited Rs. 756000/- vide UTR No. ANDBN19241669466 dated 21.12.2019 (Rs. 378000/- under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 378000/- under Air (Prevention & Control of Pollution) Act, 1981).</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company had Rs. 168000/- vide UTR No. 000209786465 dated 03.02.2021 & Rs. 294000/- vide UTR No. UBINJ22320699839 dated 16.11.2022 under Water (Prevention & Control of Pollution) Act, 1974. The project proponent had also deposited Rs. 168000/- vide UTR No. 000209781240 dated 03.02.2021 & Rs. 294000/- vide UTR No. UBINJ22320700165 dated 16.11.2022 under Air (Prevention & Control of Pollution) Act, 1981. The total fee deposited by the promoter company is adequate upto 31.03.2025- after adjusting late fee / penalty against the total cost of the promoter company Rs. 7129.17 lacs.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as well as Environment Clearance granted by the Competent Authority.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company has submitted analysis report of the effluent samples carried out by NABL approved laboratory i.e M/s Chandigarh Pollution Testing Laboratory on 15.04.2022, the conc. of the parameters were within the prescribed limits of the Board as tabulated below:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">The promoter company had earlier submitted completion certificate issued by M/s Jal Vayu Consultants regarding installation as well as commissioning of Sewerage Treatment Plant having capacity 400 KLD at “The Hermitage Park”.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: Tahoma, 'sans-serif';">Accordingly, the site of the residential project was visited by the AEE of this office on 18.11.2022. During the visit, it was observed as under:</span></p>

Other 03 towers D, E, E1 have been constructed. However, no occupancy provided till date.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 45.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -27.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The promoter company has installed STP based on FAB technology and the components of the STP are bar screen, oil and grease trap, collection tank, aeration tank, settling tank, filtration unit. STP was in operation. Effluent samples collected from final outlet & sent for analysis at Head Office laboratory, Patiala for analysis. Results of the same are awaited.</span></p>
