It is submitted that the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 from Pollution Angle for operation of RMC Plant located within Thapar Institute of engineering and Technology, Bhadson Road, Patiala by M/s Consort Builders Private Limited for manufacturing of Ready Mix Concrete @ 56.90 Metric Tonnes/Day by using Stone Aggregate @ 1300 CFT/day, Coarse Sand @ 800 CFT/day,  Cement @ 14.50 Metric Tonnes/Day, Fly Ash @ 3.50 Metric Tonnes/Day as raw material under green category along with requisite documents. The industry has deposited Rs. 7100.0/- (Rs. 4400.0 consent fee + 2200 regularization fee + 500 application from fee) vide Receipt No. 596373312 dated 10.11.2022 as consent fee under the Water (Prevention and Control of Pollution) Act, 1974 and Rs. 4400.0/- vide Receipt No. 786197178 dated 10.11.2022 as consent fee under the Air (Prevention and Control of Pollution) Act, 1981. The total consent fee deposited by the industry is adequate up to 31.12.2023 against the fixed assets of Rs. 45.32 lacs as on 30.05.2022 as per CA certificate dated 27.10.2022 submitted by it. The industry has submitted letter of intent for Civil, Structural and MEP works for construction of Hostel D (928 students) from TIET Patiala vide no. TIET/CS/NPS/22-23/150720 dated 30.05.2022 with completion of work date mentioned as 31.07.2023. The industry has also submitted the feasibility report from M/s Eco Paryavaran Laboratories & Consultants Pvt. Ltd., Mohali in which it was mentioned that the RMC production is a closed cycle which does not create any pollution in the atmosphere during its operation as the cement and fly ash are being mixed in closed conditions and wherever little fly ash comes out of the process, Dust Collector provided in the Plant sucks back and such dust is then collected in a closed chamber. Further, it is informed that 2.7 KLD of domestic wastewater will be generated from the project which will be treated which will be sent to STP of Thapar Institute of Engineering and Technology. No trade effluent will be generated from the project and there will be no process/combustion related air pollution from the process. The RMC plant installed in premises of M/s Thapar Institute of Engineering and Technology was visited on 14.11.2022 and found in operation. Sprinkling of water to control dust emissions is being carried out by plant & machinery operator. The operator has provided wind screen towards the outer wall of institute, adjacent to nearby locality. The domestic effluent is being discharged into STP of institute. The operator has provided 2 no. DG sets of capacity 62.5 KVA & 125 KVA, both equipped canopy and stack of adequate height. The representative of M/s Thapar Institute of Engineering and Technology Sh. Anil Singla, Project Manager informed that the plant has been installed for the construction of hostel in the institute and same shall be operated as temporary activity till 31.07.2023 as per LOI between institute and RMC operator. There are no specific siting guidelines laid by the Board for such type of industries and the general siting criteria is applicable for establishment of the unit. However, the project proponent has not submitted certificate from revenue authorities w.r.t. siting criteria, as the same is being operated in M/s Thapar Institute of Engineering and Technology, as part of ongoing construction, for which the said institute has already obtained Environment Clearance under EIA notification, 2006 from MOEF&CC vide no. F. No. IA3-10/7/2021/IA.III dated 12.03.2021 and the said activity is being operated on temporary basis for construction purpose.   As per the policy dated 30.04.2013 the project falls in the green category of the industries (at serial no. 19) and competency to decide the case lies with EE, Regional Office. Keeping above in view it is recommended that fresh Consent to Operate under Water Act, 1974 and Air Act, 1981 from pollution angle may be granted upto 31.07.2023 for operation of RMC Plant located within Thapar Institute of engineering and Technology, Bhadson Road, Patiala by M/s Consort Builders Private Limited for manufacturing of Ready Mix Concrete @ 56.90 Metric Tonnes/Day by using Stone Aggregate @ 1300 CFT/day, Coarse Sand @ 800 CFT/day,  Cement @ 14.50 Metric Tonnes/Day, Fly Ash @ 3.50 Metric Tonnes/Day as raw material under green category with usual conditions and special condition as under:   1.       This consent shall remain valid as per LOI between institute and RMC operator. 2.       The industry shall ensure that no nuisance with the operation of RMC plant be occur in the vicinity of institute, at all times. 3.       The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 if it increases its machinery/production. 4.       The industry shall ensure that no emission from any of the operation of the process as the industry has provided an automatic system of totally closed vessels. 5.       The industry shall obtain necessary statutory permissions/clearances from all other concerned departments. 6.       The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 7.       The industry shall not carry out any wet process, as such, it shall not generate and discharge any kind of trade effluent.
