Sch-1, HOWM Rules) @ 32 TPD as raw<span style="letter-spacing: .05pt;"> </span>material<span style="letter-spacing: -.05pt;"> </span>with<span style="letter-spacing: -.05pt;"> </span>suitable<span style="letter-spacing: -.05pt;"> </span>conditions and<span style="letter-spacing: -.1pt;"> </span>special<span style="letter-spacing: -.05pt;"> </span>conditions mentioned therein.</p>
<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.6pt .2pt .0001pt 0in;">The industry has applied for obtaining fresh 'consent to operate' under<span style="letter-spacing: .05pt;"> </span>the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention &<span style="letter-spacing: -3.6pt;"> </span>Control of Pollution) Act, 1981 for manufacturing of zinc metal @ 8.5 TPD.<span style="letter-spacing: .55pt;"> </span></p>
<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.6pt .2pt .0001pt 0in;">The industry has deposited Rs. 72000/- vide UTR no. N259222122943475 dated 16/09/2022 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 72000/- vide UTR no. N259222122938530 dated 16/09/2022 under the Air (Prevention & Control of Pollution) Act, 1981 against total fixed assets Rs. 12.78 crores as on 05/11/2022 CA certificate dated 11/11/2022, which is adequate <strong>upto 31/10/2024</strong> as per office order dated 29/10/2018. There is a decrease in the cost of fixed assets as compared to total cost submitted in the NOC. The industry has submitted clarification to the same which is mentioned in the agenda note attached:</p>

<p class="MsoBodyText" style="line-height: 115%; mso-list: l4 level1 lfo4; margin: 9.6pt .2pt .0001pt 1.0in;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has submitted building plan approved from Sh. Ashok Tayal, Competent Person under Factories act, 1948.</p>
<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.6pt .2pt .0001pt 0in;">The industry has submitted certificate issued by Corfact Engineers vide dated 12/10/2022 of APCD (Acid Fumes Extraction System 120 HP & Dust Fumes Extraction System 120 HP).</p>
<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.6pt .2pt .0001pt 0in;">The industry has also submitted completion certificate issued by TerraSyn Initiatives vide no. 038 dated 19/10/2022, which is reproduced as under:</p>
<p class="MsoBodyText" style="text-indent: 0in; line-height: 115%; margin: 9.6pt 35.65pt .0001pt 70.9pt;"><em><span style="font-size: 11.0pt; line-height: 115%;">“M/s R. P. Multimetals Pvt. Ltd. (Unit-2), Village Jalalpur, Amloh. Road, Mandi Gobindgarh, Distt. Fatehgarh Sahib (Punjab), have setup an industrial unit at the site for processing of emission dust from induction furnaces (flue gas cleaning residues collected through air pollution control systems – Category 35.1 of Schedule-I, HOWM Rules, 2016) to recover purified zinc metal. The industrial has installed capacity to process ~32 MT/day of emission dust. </span></em></p>
<p class="MsoBodyText" style="text-indent: 0in; line-height: 115%; margin: 9.6pt 35.65pt .0001pt 70.9pt;"><em><span style="font-size: 11.0pt; line-height: 115%;">The industrial unit will generate air pollution due to the fugitive (process) emissions from electrowinning process. A detailed feasibility report covering the above was provided to the industry. The feasibility report suggested the APCD, to be based on packed tower scrubber. </span></em></p>
<p class="MsoBodyText" style="text-indent: 0in; line-height: 115%; margin: 9.6pt 35.65pt .0001pt 70.9pt;"><em><span style="font-size: 11.0pt; line-height: 115%;">The industry got the necessary fabrication and erection work, of the suggested air pollution control system, done on their own. The facility was physically inspected and verified, though in inoperative state. The APCD provided is based on packed tower scrubber. </span></em></p>
<p class="MsoBodyText" style="text-indent: 0in; line-height: 115%; margin: 9.6pt 35.65pt .0001pt 70.9pt;"><em><span style="font-size: 11.0pt; line-height: 115%;">The air pollution control system, in its present configuration (geometry, physical dimensions, and specifications) along with the associated machinery and equipment provided, conforms to the established design requirements. </span></em></p>
<p class="MsoBodyText" style="text-indent: 0in; line-height: 115%; margin: 9.6pt 35.65pt .0001pt 70.9pt;"><em><span style="font-size: 11.0pt; line-height: 115%;">In its present configuration, the system will perform adequately to achieve applicable standards for discharge of cleaned gaseous emissions, if operated properly.”</span></em></p>

<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.95pt .2pt .0001pt 0in;">The industry has also applied for obtaining Actual user certificate –cum-<span style="letter-spacing: .05pt;"> </span>red passbook from the Board under Hazardous and Other Wastes (Management and<span style="letter-spacing: .05pt;"> </span>Transboundary Movement) Rules, 2016 for utilization of hazardous waste cat. 35.1 of Schedule-I. The industry has submitted Rs. 5000/- vide R. No. 34/5511 dated 16/11/2022 as actual user fee in the Board.</p>
<p class="MsoBodyText" style="text-indent: 71.95pt; line-height: 115%; margin: 9.55pt .2pt .0001pt 0in;">The site of the industry was visited by Environmental Engineer alongwith<span style="letter-spacing: .05pt;"> </span>AEE<span style="letter-spacing: -.15pt;"> </span>of<span style="letter-spacing: -.1pt;"> </span>this<span style="letter-spacing: -.05pt;"> </span>office<span style="letter-spacing: -.1pt;"> </span>on<span style="letter-spacing: -.1pt;"> </span>15/11/2022. During<span style="letter-spacing: -.1pt;"> </span>visit,<span style="letter-spacing: -.15pt;"> </span>following<span style="letter-spacing: -.15pt;"> </span>observations<span style="letter-spacing: -.05pt;"> </span>has<span style="letter-spacing: -.1pt;"> </span>been<span style="letter-spacing: -.05pt;"> </span>made:</p>

Pulping tanks of capacity 14 KL each (where ammonium chloride and fresh water shall be added), leaching tanks of capacity 21 KL (3<span style="letter-spacing: .05pt;"> </span>no. where hydrogen per oxide shall be added), 2 Filter presses section-I of capacity 1.5 KL each, 1<span style="letter-spacing: -3.6pt;"> </span>no. storage tank of capacity 37 KL , 2 no. purification tanks of capacity 21 KL each (Zinc powder shall be added to precipitate lead), 2<span style="letter-spacing: .05pt;"> </span>no. filter presses section-II of capacity 0.75 KL, Storage tank of capacity 37 KL, Neutralization tank (Ammonium<span style="letter-spacing: .05pt;"> </span>water and polyethylene glycole for addition for pH balance and homogenization), cooling tower, Electrolysis tank @ 4 KL each (30 no. ) etc. The final<span style="letter-spacing: .05pt;"> </span>product i.e. pure zinc shall be recovered after the electrolysis from the<span style="letter-spacing: .05pt;"> </span>cathode<span style="letter-spacing: .05pt;"> </span>plate.</span></p>

The representative of the industry<span style="letter-spacing: .05pt;"> </span>informed<span style="letter-spacing: .05pt;"> </span>that<span style="letter-spacing: .05pt;"> </span>they<span style="letter-spacing: .05pt;"> </span>have<span style="letter-spacing: .05pt;"> </span>made<span style="letter-spacing: .05pt;"> </span>agreement<span style="letter-spacing: .05pt;"> </span>with<span style="letter-spacing: .05pt;"> </span>M/s<span style="letter-spacing: .05pt;"> </span>New Power Metal & Alloys, Village Ambey Majra, Near Astha Mill, Mandi Gobindgarh<span style="letter-spacing: -.1pt;"> </span>for<span style="letter-spacing: -.05pt;"> </span>disposal<span style="letter-spacing: .1pt;"> </span>of recovered Lead.</span></p>

<p class="MsoListParagraph" style="text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1; margin: 0in 11.0pt .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall obtain permission from State Board for transporting of<span style="letter-spacing: .05pt;"> </span>hazardous waste and interstate permission for transport of hazardous<span style="letter-spacing: .05pt;"> </span>waste<span style="letter-spacing: -.05pt;"> </span>if wants<span style="letter-spacing: -.05pt;"> </span>to carry<span style="letter-spacing: .05pt;"> </span>out<span style="letter-spacing: -.05pt;"> </span>of<span style="letter-spacing: .05pt;"> </span>the State.</span></p>
<p class="MsoListParagraph" style="margin-left: 70.9pt; text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall be bound to complying with the directions/guidelines and standard operating procedures (SOPs) framed by the CPCB vide no. 8305-8339 dated 24/07/2017 for such type of unit.</span></p>
<p class="MsoListParagraph" style="margin-left: 70.9pt; text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall make record of generation and disposal of all chemicals/residues such as iron and lead. </span></p>
<p class="MsoListParagraph" style="text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1; margin: 0in 11.0pt .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.</span></p>
<p class="MsoListParagraph" style="text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1; margin: 0in 11.0pt .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall comply with PWRDA guidelines.</span></p>
<p class="MsoListParagraph" style="text-indent: -.5in; line-height: 115%; mso-list: l3 level1 lfo1; margin: 0in 11.0pt .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%;">The industry shall not generate and discharge any kind of trade effluent and shall only discharge domestic effluent onto land for plantation.</span></p>
