CTOW/Fresh/MOG/2021/14831147 & CTOA/Fresh/MOG/2021/14831085 dated 05.02.2021 for operation of the unit to manufacture raw rice with dryer @ 8 TPH along with sorted rice @ 3 TPH, with validity upto 30.09.2030, respectively.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Thereafter, the industry was granted consent to establish (NOC) for expansion under the Water Act, 1974 & the Air Act, 1981 vide no. CTE/Exp/MOG/2022/19578155 dated 13.08.2022 for Raw rice with dryer @ 8 TPH (Existing) Raw rice with dryer (Unit-2) @ 7 TPH (Proposed) and Sorted Rice @ 3 TPH (Existing) Sorted Rice (Unit 2) @ 5 TPH (Proposed), with validity upto 31.07.2023 in 83 kanals 14 marlas land area.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the project proponent has applied for varied consent to operate for operation of the unit for manufacturing of Raw rice with dryer @ 8 TPH along with Sorted Rice @ 3 TPH and Raw rice with dryer (Unit-2) @ 7 TPH along with Sorted Rice (Unit 2) @ 5 TPH, the details of the case is as under:</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry </span><span style="mso-bidi-font-size: 13.0pt; line-height: 150%;">has submitted latest CA certificate dated 02.11.2022, stating value of fixed assets of Rs. 477.61 lakhs (including plant & machinery of Rs. 213.16 lakhs) as on 31.10.2022</span><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has deposited additional consent fee of Rs. 21600/- vide UTR / Ref. No. SBIN422305144109 dated 01.11.2022 under the Water Act, 1974 & Rs. 21600/- vide UTR / Ref. No. SBIN422305143761 dated 01.11.2022 under the Air Act, 1981, which is adequate upto 30.09.2032 as per Board's order dated 29.10.2018.</span></p>

Rajnish Kumar Singla, Gobind Colony, Barnala for increasing its capacity from 8 TPH to 15 TPH.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Thereafter, the site of the proposed rice sheller was visited by undersigned on 04.11.2022 and Sh. Janesh Garg, representative of the firm was contacted at site and it was observed as under:</span></p>

<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 135%; mso-list: l2 level1 lfo2; margin: 5.55pt 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%; font-family: 'Tahoma','sans-serif';">The industry has planted trees along its boundary wall.</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 135%; mso-list: l2 level1 lfo2; margin: 5.55pt 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%; font-family: 'Tahoma','sans-serif';">No high-tension wire passes through the proposed site of the rice sheller unit.</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.</span></p>
<p class="MsoBodyText" style="text-indent: 70.9pt; line-height: 150%; margin: 0in 5.65pt .0001pt 5.0pt;">Keeping in view of above, it is recommended that varied consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted <span style="mso-bidi-font-size: 13.0pt; line-height: 150%;">for operation of unit to produce </span><span style="font-size: 11.5pt; line-height: 150%;">Raw rice with dryer @ 8 TPH along with Sorted Rice @ 3 TPH and Raw rice with dryer (Unit-2) @ 7 TPH along with Sorted Rice (Unit 2) @ 5 TPH</span> for a period upto 30.09.2032 with suitable conditions along with special conditions that:</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">i.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->This varied CTO shall supersede the earlier granted CTO vide no. <span style="font-size: 11.5pt; line-height: 150%;">CTOW/Fresh/MOG/2021/14831147 & CTOA/Fresh/MOG/2021/14831085 dated 05.02.2021</span>, valid upto 30.09.2030, respectively.</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">ii.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The industry will get its stack emissions samples analyzed from Board's lab within 2 months, positively.</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">iii.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The industry will discharge only treated domestic effluent onto land for plantation / green belt.</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">iv.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The industry shall not increase its existing land area without prior permission of the Board.</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">v.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The industry shall not increase its production capacity without the prior written permission/NOC of the Board</p>
<p class="MsoBodyText" style="text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 5.65pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">vi.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows:</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">i)<span style="mso-tab-count: 1;"> </span>All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">ii)<span style="mso-tab-count: 1;"> </span>The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">iii)<span style="mso-tab-count: 1;"> </span>All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">iv)<span style="mso-tab-count: 1;"> </span>The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under:</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">(a) <span style="mso-tab-count: 1;"> </span>All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;">(b) <span style="mso-tab-count: 1;"> </span>(i) <span style="mso-tab-count: 1;"> </span>The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="mso-tab-count: 1;"> </span>(ii) <span style="mso-tab-count: 1;"> </span>The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify; text-indent: -.5in;"><span style="mso-tab-count: 1;"> </span>(iii)<span style="mso-tab-count: 1;"> </span>The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length.</p>
<p class="MsoNormal" style="margin-left: 1.5in; text-align: justify;">(iv) <span style="mso-tab-count: 1;"> </span>Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.</p>
<p class="MsoBodyText" style="text-indent: -.5in; margin: 0in 5.65pt .0001pt 1.5in;">(c) <span style="mso-tab-count: 1;"> </span>During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> </span></p> |
