<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is small scale orange category unit and it is engaged in the process of heat treatment of auto parts.</p>
<p style="text-align: justify;">Now the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for production of Drawn Cup @ 10000 Numbers/day & Cage @ 5000 Numbers/day by using CRC Sheet @ 300 Kgs/day & Wire @ 200 Kgs/day as raw material. The details of manufacturing process are Raw material Blanking, Draw, Punching, Trimming, Heat Treatment, Finishing, Assembly, Ready. As per the manufacturing process submitted by the industry it is only carrying out heat treatment of auto parts. The industry has deposited consent fee, which is adequate upto 30.09.2027.</p>
<p style="text-align: justify;">The industry has submitted copy of Rent Deed as the proof of date of commissioning of the industry, as per which the industry has taken the said plot on lease on 30.04.2018. The industry has submitted letter from DTP, Ludhiana dated 02.05.2011 submitting that the site of the industry does not require CLU.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by AEE of RO on 28.10.2022 and observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation during the visit and is engaged in the process of heat treatment of auto parts.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 03 furnaces (02 electrically operated furnace and 01 oil fired furnace).</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has provided 06 vibrators for the finishing of auto parts by using sand and water. The generated from the vibrators is sent to settling tanks and same is re-circulated.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has no source of trade effluent generation and only domestic effluent is being discharged onto land for plantation after septic tank.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has submitted approved building plan from Sh. Daljit Raheja competent person recognized by Director of Factories, Punjab.</p>
<p style="text-align: justify;">The industry has submitted DTP certificate that mentioning that the site does not fall in approved master plan. The RO was requested to send the comments and recommendations as per policy of the Board regarding setting up of industry in such area.</p>
<p style="text-align: justify;">In reply, the RO submitted that</p>
<p style="text-align: justify;">"The Department of Town and Country Planning vide letter no. 1519 dated 02.05.2011 has informed that the said site does not require CLU of the department, however, the EDC charges were submitted by the applicant. Furthermore, the department has granted permission to start the construction activity at the said site after the approval of building plan, which means said industry can operate at the said site after complying with the conditions of the Town Planning Department. Therefore, the industry has been established at the said location after approval from DTP, Ludhiana and it is the duty of the said department to check whether the industry is complying with the conditions imposed by their department.</p>
<p style="text-align: justify;">The industry has submitted approved building plan from Sh. Daljit Raheja competent person recognized by Director of Factories, Punjab as mandated by the policy of the Board.</p>
<p style="text-align: justify;">Therefore, the site is suitable for the operation of the said unit as per policy of the Board."</p>
<p style="text-align: justify;">In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2027 with suitable conditions, please.</p>
