<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify;"><span style="font-family: 'Arial',sans-serif;">Discussed that a complaint was received against the industry and after verification the industry was found operating its unit without consents of the Board. It is engaged in manufacturing of expeller parts with heat treatment process. Coal was being used as fuel. Also, it had not provided APCD with its furnaces. </span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify;"><span style="font-family: 'Arial',sans-serif;">Directions u/s 31-A of Air (prevention & Control of Pollution) Act, 1981 were issued for closure of the industry and PSPCL authorities were directed to disconnect power supply of industry.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify;"><span style="font-family: 'Arial',sans-serif;">Now, the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (prevention & Control of Pollution) Act, 1981. The site of the industry was visited by officer of the Board on 15.11.2022 to verify the contents of consent applications and to seal the DG set in compliance of above said directions of the Board and found as under:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has installed two nos, coal fired furnaces with separate flexible hoods and common wet scrubber as Air Pollution Control device.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry has installed water meter leading to heat treatment process and used for cooling purpose and its reading was 2.94 Kl and the industry has also installed energy meter with Wet scrubber with reading 00000.3 unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">There was no DG set installed in the premises of the industry. Sh. Jaspal, proprietor of the industry informed that the DG set was taken on rent at that day for lighting purpose only.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">As per statement of proprietor of the industry, entire cooling water shall be re-used and domestic effluent is discharged into sewer.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry is now complying with directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 issued by the Board and Assistant Town Planner, MC, Ludhiana has issued permission u/s 79 of the Punjab Regional Town Planning and Development Act, 1995 as amended in 2006 to the industry for its operation upto August, 2023 vide his office letter no. 81/Drg-C/PPCB/C dated 15.07.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify;"><span style="font-family: 'Arial',sans-serif;">From above report, it is clear that the industry has provided APCD with its furnaces. There is no discharge of trade effluent, only domestic effluent is discharged into sewer. The industry has deposited consent fee adequate upto 31.03.2023</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify;"><span style="font-family: 'Arial',sans-serif;">In view of report of Regional office, it is recommended that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2023 with the special conditions that:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; margin: 0in 0in 0in .75in;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">a)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry shall provide hazardous waste storage facility to store its hazardous waste generated from wet scrubber as APCD and apply for authorization under Hazardous Waste Management Rules, 2016 within two months.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; margin: 0in 0in 0in .75in;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">b)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">The industry shall get analyzed its stack emission sample from Board’s lab, within one month.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif;">Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL authorities to restore electric connection to the industry upto 31.03.2023.</span></p>
