<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 35.45pt;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; background: white;">The industry was earlier running with name of M/s HCS Foods Limited and it has obtained consent to operate for production of refined oil @ 15 TPD and de-oiled cake @ 80 TPD.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 35.45pt;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry was earlier visited by officer of the Board on 01.09.2022 and it was observed as under:-</span></p>

The refinery plant was in operation but the solvent plant was not in operation.</span></p>

The ETP was under installation during visit and only civil work was completed.</span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l2 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 38.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The stagnation was observed in the open area and it appears that the untreated effluent is discharged from few months.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Due to above violations, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for closure of unit were issued and the PSPCL authorities were directed to disconnect electric connection of the industry vide Board's letter no. 4717-18 dated 19.10.2022. In compliance to the direction issued by the Board, the PSPCL authorities disconnected the supply on 10.11.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Thereafter, the industry applied for Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with request to restore the electric connection of the industry.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">To verify the facts, the industry was again visited by officer of the Board on 11.11.2022 and observed that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l0 level1 lfo2; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry was not in operation during visit and electric connection was found disconnected.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l0 level1 lfo2; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry presently proposed to operate only its spent recovery unit and has made it in operational condition. The refinery unit is yet not made in operational condition. Hence, the industry will manufacture only edible crude oil from the rice brain & presently further refining of edible crude oil will not done at this location.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l0 level1 lfo2; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry has already installed ETP for treatment of effluent generated from its existing unit of solvent extraction plant. The treated effluent will be disposed off onto land for plantation & has adequate area for it's disposal. The component of ETP is Graded Screen-Oil and grease separator- Raw Waste water collection-cum-reaction tank-Primary Clarifier- Up-flow anaerobic bio-filter-Aeration tank (MBBR)- Secondary clarifier-Filter feed sump- Multi-grade pressure depth filter- primary/secondary sludge handling.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l0 level1 lfo2; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry has installed a rice husk fired FBC boiler of capacity 5 TPH with trima cyclone as APCD and adequate stack height.</span></p>

<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l0 level1 lfo2; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry has one D.G. set of capacity 320 KVA with canopy and adequate stack height.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Sh. Mehar Chand Singla, Director of the industry attended the office of Senior Environmental Engineer, Ludhiana on 18.11.2022 and he represented that the industry was earlier running with name of M/s HCS Foods Limited and it has obtained site clearance for production of 15 TPD solvent plant with refinery. He further submitted that said industry has also obtained consent to operate for production of refined oil @ 15 TPD and de-oiled cake @ 80 TPD. Now, the industry has applied for fresh consents to produce Edible Crude Oil @ 30 TPD, De-oiled cake @ 170 TPD and Edible Oil @ 175 Ltr/day. He requested that the present application applied by the industry for increased capacity may be returned and the industry will apply for consents for production of refined oil @ 15 TPD and de-oiled cake @ 80 TPD. He also assured that the industry will not increase its production without obtaining site clearance and NOC. Accordingly, the application of the industry was returned.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Now, the industry has again applied for fresh Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fees for production of Edible Crude Oil @ 15 TPD, Edible Oil @ 300 TPD & de-oiled cake @ 80 TPD.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt; background: white;"><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">In view of above, it is recommended as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l1 level1 lfo3; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Consent to Operate may be granted to the industry for six months with special condition that it will not operate the additional machinery installed i.e. other than for which it has obtained SAC clearance. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.0pt; mso-list: l1 level1 lfo3; background: white; margin: 0cm 0cm .0001pt 35.45pt;"><!-- [if !supportLists]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 10.5pt; line-height: 115%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Imposition of EC for the violated period may be considered at the level of Competent Authority.</span></p>
