<p style="text-align: justify;">The proceedings of personal hearing before CEE, Ludhiana is attached for perusal and approval.</p>
<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"> A telephonic complaint was received from Dr. K.S. Aulakh, Former Vice Chancellor, PAU, Ludhiana regarding damage of his guava orchid and popular trees due to air pollution.</p>
<p style="text-align: justify;">To verify the same, the Humbran area was visited by AEE of this office on 07.09.2022. During visit, the subject cited industry was found emitting thick black smoke. To verify the same, the industry was visited and following observations were made:</p>
<p style="text-align: justify;">1. The industry was in operation during the visit.</p>
<p style="text-align: justify;">2. The industry has installed two thermopacks of capacity 15 lacs Kcal and 20 lacs Kcal. However, during visit only one thermopac of capacity 20 Lac Kcal was in operation. The industry was using wood and saw dust as fuel in the furnace of thermopac. The industry has provided dust collector followed by cyclone as APCD alongwith stack of adequate height. The dust collector was found choked. Feeding was done manually by labour on the conveyor belt.</p>
<p style="text-align: justify;">3. A very thick black smoke was emitting from the chimney of the thermopac.</p>
<p style="text-align: justify;">4. The industry was discharging water from washing of glue section directly into a tank of size about 25’ X 25’ for stagnation and ETP was not in working.</p>
<p style="text-align: justify;">The industry had also failed to submit the forest certificate and the industry had also provided 02 borewells for the disposal of entire domestic effluent generated from labour quarters.</p>
<p style="text-align: justify;">In view of above, it is recommended that the present application of the industry be refused and separate action u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 be initiated against the industry, please.</p>
