<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is a small scale red category unit and was granted consent to operate under Water Act, 1974 and under Air Act, 1981, valid upto 30.09.2022 & 30.06.2024 respectively in the name and style of M/s ZIP (INDIA) for the production of finishing zipper @ 120 MT/Year and Zipper Roll @ 240 MT/Year with disposal of trade effluent @ 40.0 KLD into 15 MLD CETP and domestic effluent @ 1.5 KLD into 15 MLD CETP.</p>
<p style="text-align: justify;">Now, the industry has applied for consent to operate under Water Act, 1974 and Air Act, 1981 for the change of name i.e. M/s Regal Enterprises (Previously known as M/s ZIP (INDIA)), B-32, Mahavir Enclave, Akash Nagar, Village Bhoura, Ludhiana for the production of Finishing Zipper @ 120 MT/Year and Zipper Roll @240 MT/Year with disposal of trade effluent @ 48.3 KLD and domestic effluent @ 1.5 KLD into 15 MLD CETP for Bahadurke Road Dyeing cluster. The industry had already deposited consents fee, which are adequate upto 31.12.2025 under both acts.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 15.11.2022 and observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation and was engaged in manufacturing of Zippers and dyeing of Zip tapes.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 3 vertical tape dyeing machine of capacity 40 kg each, o1 granual washing machine and injection moulding machines within its premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The entire trade effluent and domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry had already obtained shares @ 50 KLD from the SPV to discharge its effluent into the conveyance system of CETP-15MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has installed 01 DG of capacity 160 KVA with canopy inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has not installed any boiler inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has installed EMF at the final outlet leading to the dedicated conveyance system of the CETP-15 MLD and the same was operational.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.</p>
<p style="text-align: justify;"> It is mentioned here that the CETP 15 MLD is being regularly monitored by the Board and it was observed that the CETP is not achieving the inlet designed parameters as per the DPR as well as the stringent discharge parameters at the final outlet. As such, the discharge from the industry cannot be allowed to increase from 40 KLD to 50 KLD even though the industry has shares for 50 KLD. This increase will lead increase in pollution load of CETP 15 MLD. </p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Varied consent to operate for the change of name i.e. M/s Regal Enterprises (Formerly known as M/s ZIP (INDIA)), B-32, Mahavir Enclave, Akash Nagar, Village Bhoura, Ludhiana under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2025 with usual conditions.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Varied consent to operate for the change of name i.e. M/s Regal Enterprises (Formerly known as M/s ZIP (INDIA)), B-32, Mahavir Enclave, Akash Nagar, Village Bhoura, Ludhiana under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of one year with TE @ 40.0 KLD and DE @ 1.5 KLD into 15 MLD CETP with the special condition that:-</p>
<p style="text-align: justify;">i. <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP, if required.</p>
<p style="text-align: justify;">ii. <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p>
<p style="text-align: justify;"> iii. <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational.</p>
