<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">It is intimated that the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/NWS/2020/12645663 dated 30.07.2020 valid upto 30.09.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/NWS/2019/8677464 dated 18.01.2019 valid upto 30.09.2023 with conditions mentioned therein. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">Thereafter, the industry as visited by the AEE of this office on 12.04.2022 and was found not complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Accordingly, show cause notice was issued to the unit with personal hearing before the Senior Environmental Engineer, Zonal Office, Jalandhar on 15.06.2022.<span style="mso-spacerun: yes;"> </span>The industry was again visited by the AEE of this office on 12.07.2022 to verify the compliance of hearing decisions dated 15.06.2022.<span style="mso-spacerun: yes;"> </span>During visit, the industry was found not complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.<span style="mso-spacerun: yes;"> </span>Therefore, the consent to operate granted to the unit were revoked by the Board and the industry was again issued show cause notice before the Senior Environmental Engineer, Zonal Office, Jalandhar with personal hearing on 14.11.2022. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">In the mean time, the industry has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted CA Certificate, earlier granted consents, feasibility report of ETP.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has deposited Rs. 28000/- vide UTR No. 357555546 dated 11.11.2022 under Air Act, 1981 and Rs. 28500/- vide UTR No. 423507810 dated 11.11.2022 under Water Act, 1974.<span style="mso-spacerun: yes;"> </span>The fee deposited by the industry is adequate upto 30.09.2028.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry was visited by the AEE of this office on 23.11.2022 and it was observed that:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has installed LPG fired bhathies, one no. thermic heater for the production of steam.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has installed APCD (cyclone) before the stack of the heater. The industry uses fire wood as fuel in the furnace.<span style="mso-spacerun: yes;"> </span>The industry has provided energy meter with the APCD. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has installed ETP for the treatment of effluent generated from the process and washing of the pans.<span style="mso-spacerun: yes;"> </span>The ETP consists of Oil & Grease trap, equalization tank , dozing tank, aeration tank, tube settler, filter. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">5)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The treated effluent of the ETP is discharged into PSIEC sewer and the domestic effluent is also discharged directly into sewer. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">6)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has installed energy meter and flow meter with the ETP and the readings were noted as 2645 kwh and 19720 kl respectively.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">7)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">The industry has maintained the daily record of the ETP operation, fresh water supply and energy meter reading.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">It is pertinent to mention here that the proceedings of the hearing dated 14.11.2022 are yet to be received in this office.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; color: black; mso-themecolor: text1; background: white;">In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be decided after co-relating the decisions of the personal hearing dated 14.11.2022.<span style="mso-spacerun: yes;"> </span></span></p> |
