Discussed with your goodself.  The earlier occupier, M/s Abbott Cold storage Pvt. Ltd. had submitted a bank guarantee of Rs 5.0 lakhs, which was valid upto 19.11.2021. The said bg is in the custody of this office. The unit has now been taken over by new occupier, i.e. M/s Fair Exports and the new occupier has also submitted a ban guarantee of Rs. Rs. 10 lakhs vide no. VP2GOPG221160168 dated 26.04.2022 which is valid upto 26.04.2023. As such, the earlier bg of Rs. 5.0 lakhs submitted by previous occupier may be released as the unit has now been taken over by new occupier. In view of above and previous note dated 22.11.2022 of undersigned, if may approved,  following action may be taken: <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: 24px; background: white;">A.   The consent to operate granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 31.03.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.03.2027, for manufacturing of Chilled Frozen Buffalo Meat @ 250 Metric Tonnes/Day by using Buffalo @ 1200 Numbers/Day as raw material, with suitable conditions and additional conditions that: <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">1.     The industry shall provide wall along the boundary adjacent the Nallah/ drain so that any incidence of inadvertent seepage/ leakage/ discharge of wastewater from the plantation area to the drain can be ruled out, within 02 months and submit compliance to the Board within 7 days, thereafter <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">2.     The industry shall provide ridges and furrows in the land pocket (non-furrowed area) wherein huge quantity of effluent was found stagnated during conduct of visit on 30.03.2022; after maintaining a 20 feet barren corridor between the plantation area and the drain, within one month and submit compliance to the Board within 7 days, thereafter <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">3.     The industry shall provide online continuous effluent monitoring system (OCEMS) for the prescribed parameters at the outlet of the ETP and connect the same to the server of PPCB and CPCB, within 02 months and submit compliance to the Board within 7 days, thereafter <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">4.     The industry shall install separate flow meters on the lines carrying treated wastewater for plantation purpose and reuse back in the unit. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">5.     The industry shall properly operate its effluent treatment plant by maintaining operational parameters such as concentration of MLSS / MLVSS, Alkalinity, concentration of nitrogen, F/M ratio, DO, pH and BOD: N:P ratio in the aeration tank and the value of all parameters should be depicted on the display board to be installed in the vicinity of the ETP. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">6.     The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river Ghaggar or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall explore the possibility of reduction of quantum of abstraction of ground water by reusing the treated wastewater in the various activities. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">7.     The industry shall maintain the plantation area as well as permanent pipeline network for uniform distribution of wastewater in the entire plantation area, so that no stagnation of wastewater occurs inside, outside or in the plantation area at any time. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">8.     The industry shall properly operate & maintain its air pollution control devices so as to contain all the suspended particulate matter and gaseous emissions within the permissible limits prescribed by the Board / MoEF&CC. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">9.     The industry shall ensure that the emissions from each stack shall conform to the emission standards laid down by the Board from time to time. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">10.  The industry shall not consume any fuel except dried dung/ wood in boiler of capacity 6 TPH & FO in the 02 no. boilers of capacity 3 TPH each (stand by) and HSD in 03 no. DG sets of capacity 750 KVA, 650 KVA & 500 KVA without obtaining prior written permission from the Board. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin: 0cm 14.4pt 10pt 78pt; text-indent: -21.3pt; line-height: 24px;">11.  The industry shall ensure that the entire fuel ash generated is utilized in an environmentally sound manner. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-right: 14.4pt; margin-left: 78pt; margin-bottom: 0.0001pt; text-indent: -21.3pt; line-height: 24px; background: white;">12.  The industry shall comply with the provisions of PWRDA and shall obtain permission from PWRDA for abstraction of groundwater. <p class="MsoBodyText" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin: 8.05pt 14.4pt 0.0001pt 78pt; text-indent: -21.3pt; line-height: 16.3pt; background: white;">13.  The industry shall ensure that no nuisance is created in the vicinity of its premises from the operations of its unit. In case, any complaint is received against the unit, the Board shall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry. <p class="MsoBodyText" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin: 8.05pt 14.4pt 0.0001pt 78pt; text-indent: -21.3pt; line-height: 16.3pt; background: white;">14.  The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. <p class="MsoBodyText" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin: 8.05pt 14.4pt 0.0001pt 78pt; text-indent: -21.3pt; line-height: 16.3pt; background: white;">15.  In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: 24px; background: white;">B.   PSPCL may be directed to permanently restore the electric connection of the industry. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: 24px; background: white;">C.  Bank Guarantee amounting to Rs. 05 lakhs deposited by the earlier occupier, M/s Abbott Cold Storage Pvt. Ltd., which has expired on 19.11.2021 and is in custody of this office, may be returned back.
