<p>RO has reported that earlier the Consent to Establish (NOC) from pollution angle for the provision of under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the subject cited industry under the name M/s Usmanpur Estate (For Project Residential Colony) vide No. CTE/Fresh/GRP/2018/7208592 dated 05/04/2018 which was valid upto 04/04/2019. Further extended vide no. CTE/Ext/GRP/2019/11373950 dated 31/10/2019, which was valid upto 30/10/2020.</p>
<p>The NOC application of the colony was refused vide Zonal Office, letter no. 3320 dated 12/10/2022 due to reasons mentioned therein. Now, the Project Proponent has submitted a letter and intimated that there are only 02 nos. houses developed in the colony and due to less generation of domestic effluent, it remains in the sewer system. He further, requested to grant more time to complete the work of sewer and requested to grant NOC.</p>
<p>Now the project proponent has again applied for obtaining extension in Consent to Establish (NOC) from pollution angle under the provision of under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS mode.</p>
<p>The industry has deposited Rs. 34100/- vide UTR no. N251222111495158 dated 08/09/2022 as NOC fee including Rs. 500/- as application fee which is adequate upto two years period.</p>
<p>As per report issued by Municipal Council, Batala vide letter no. 1720 dated 18/08/2011 the site of the colony is not fall under the limit of Municipal Council, Batala and MC has not any objection for development of the colony.</p>
<p>The project proponent has submitted a site plan approved ADA, Amritsar.</p>
<p>The project proponent has submitted an affidavit and submitted that due to COVID-19 situation the project has not been developed.</p>
<p>The site of the project was already visited on 19/09/2022 and was observed as under:-</p>
<p>1. The residential colony is almost developed i.e. all roads, street lights and sewer system etc. has been constructed/provided by the project proponent.</p>
<p>2. There are 02 nos. houses have been constructed in the colony.</p>
<p>RO has recommened that validity of Consent to Establish (NOC) of the Project Proponent may be extended for 01 year period with suitable conditions along with special condition that the Project Proponent shall construct septic tank within 02 months period to treat its domestic effluent and shall installed STP well before expiry of validity of NOC.</p>
<p>In view of above, it is it is recommended that validity of Consent to Establish (NOC) of the Project Proponent may be extended for 01 year period with suitable conditions along with special condition that the Project Proponent shall construct septic tank within 02 months period to treat its domestic effluent and shall installed STP well before expiry of validity of NOC.</p>
