It is submitted that the industry was granted 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/FGS/2018/7392860/         dated 24/04/2018 valid upto 30/09/2022 and the Air (Prevention & Control of Pollution) ACT, 1981 vide no. CTOA/Fresh/FGS/2018/7392906 dated   24/04/2018 valid upto 30/09/2022 for manufacturing of Frozen vegetables Patty & Tikki/ Frozen Vegetables @25,000 MTA by processing fresh vegetables @ 60000 MTA with special condition mentioned therein. The industry had applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981, which was returned with some observations. Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 along with requisite documents and fee. The industry has submitted reply to the observation, which is in the agenda note.   Earlier, the consent fee deposited by the industry is adequate upto 31/03/2023 and consent fee now deposited by industry is adequate upto 25/02/2028 after deducting 10% penalty under both acts as per office order no. 29/10/2018 against total fixed assets Rs. 4835.33  lakhs as on 31/08/2022. There is an increase in the cost of fixed assets of about Rs. 1.68 crore, accordingly, the industry has deposited NOC fee of Rs. 8400/-, which is adequate. The industry has clarified in the CA certificate that the increase is due to purchase of office equipment and tube well. It is already clarified that there is not increase in the production capacity and pollution load. The industry has got its trade effluent analysis from M/s Punjab Biotechnology Incubator C-134, Phase-8, Industrial Area, Sector 73, Sahibzada Ajit Singh Nagar,  lab on 29/09/2022 and the analysis report is reproduced in the agenda note. The concentration of parameters is within permissible limits. The industry was surprisingly visited by the Environmental Engineer and undersigned on 17/11/2022 and contacted Sh. Rajesh Mittal, Manager Account and Sh. Sukhraj Singh, Plant Manager of the industry at site. During visit, it was observed as under: 1.        The industry is engaged in the business of frozen food, food processing/ fried tikki & patty and was in operation. 2.        The industry has installed ammonia based chilling plant of capacity 1000 TR+32oC condensing temperature. 3.        The industry has installed a cold store of capacity 6000 MT. 4.        The industry has made agreement with M/s Vista Processed Foods for manufacturing of Allo Tikki and Patties, being made within the plant (Copy of agreement attached). 5.        The industry has installed two nos. of submersible pumps as source of fresh water and has common header as well as flow meter. The reading of the flow meter was noted as 1323.3 m3n and is maintaining record of the same. 6.        The source of wastewater generation are; washing of raw material, washing of processing line, CIP, floor washing, boiler blow down, softener regeneration, Ammonia condenser overflow (CT blow down), domestic effluent etc. 7.        As per record maintained by the industry, it is abstracting 270-280 KLD of fresh ground water and as per the readings of energy meter, attached with the ETP, it has consumed about 489 units of electricity in the month of October, 2022. 8.        The water balance was discussed in detail with the representative of the industry and the industry has now through email dated 25/11/2022 has re-submitted water balance according to which on an average about 275 KLD of fresh water abstraction takes place out of which 155 KLD is being used in the process for washing, CIP etc. (including M/s Vista Processed Foods Manufacturer of Allo Tiki and Patties), and about 135 KLD is the discharge. about 0.7 KL/hour is given to boiler, 3.2 KL/hour is given to 4 no. cooling towers i.e. in total about 80 KLD is utilized in boiler and cooling towers out of which about 28 KLD is the boiler blow down and cooling tower overflow, which goes to ETP. Further, the representative of the industry informed that about 700 employees are working in the unit in 2 shifts and domestic effluent generated is about 32 KLD out of which about 26 KLD , which is being taken to ETP inlet after septic tank. About 8 KLD is used for sundry purposes. The industry has requested through email dated 25/11/2022 that revised water balance submitted should be considered and consent to operate for discharge of trade effluent @ 163 KLD instead of 160 KLD onto land for plantation after ETP and domestic effluent @ 26 KLD instead of 12 KLD into ETP after septic tank may be considered . The ETP was in operation. Samples were collected from the outlet of ETP and sent to Board’s lab for analysis. 10.     EMF installed at outlet of ETP was found not working accurate. Therefore, accurate discharge could’nt be verified. 11.     It was observed that sludge pits of ETP needed cleaning and maintenance. Sand filters/ACF installed at ETP are not connected/in-line & need to be dismantled. 12.     The industry provided about 2.75 acre of plantation area as per Karnal technology (land on lease in two patches) and about 3 kanal of green area. Taking hydraulic loading of 70 KL/acre, the land is adequate to take the effluent load of about 189 KLD. Weed growth in plantation area was observed and the industry was told to remove the weeds and maintain its plantation area properly. The industry has submitted land lease deed of 2 acres but has not made any formal agreement of 0.75 acre of land with the adjoining Kandhari godown unit. 13.     The industry has installed 1 no. of boiler of capacity 850 kg/hr and using PNG @ 800 m3/day as fuel. 14.     A thermic fluid heater of capacity 4 lac Kcal is installed. The thermic fluid heater is using PNG @ 800 M3/Day. 15.     The industry has installed 2 nos. of DG sets of capacities 750 KVA and 1 no of 250 KVA capacity which are equipped with canopies and stack of adequate height.                    In view of above mentioned facts, if approved, it is recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 for discharge of trade effluent @ 163 KLD and domestic effluent @ 26 KLD (Total 189 KLD onto land for plantation after ETP) may be granted upto 30/09/2023 and under the Air (Prevention & Control of Pollution) Act, 1981, may be granted to the industry upto 30/09/2027 with suitable conditions and following special conditions: 1.        The industry shall get its EMF at the outlet of ETP rectified and maintain record of the operation of ETP. 2.        The industry shall clean and maintain its sludge drying beds immediately and submit compliance. 3.        The industry shall provide DO meter with the aeration tank for efficient working and energy saving of ETP. 4.        The industry shall maintain its plantation area properly within 15 days and submit compliance. 5.        The industry shall dismantle/displace its sand filter and ACF from the line of ETP. 6.        The industry shall make formal agreement with Kandhari godown unit for discharging its treated effluent in the plantation area within three months and submit compliance.
