<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It is submitted that the rice sheller was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2019/10407600 dated 03/07/2019 and the Air Act, 1981 vide no. CTOA/Renewal/FGS/2019/10407617 dated 03/07/2019, both valid upto 30/09/2023 for processing of Paddy @ 3 T/Hour to produce Rice @ 2.0 T/Hour <strong>(without drier).</strong> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It has now applied for obtaining 'consent to establish' (NOC expansion) under the Water Act, 1974 and the Air Act, 1981 alongwith requisite documents through OCMMS as it has now proposed to install <strong>mechanical paddy drier of capacity 24 T/batch</strong>. The rice sheller has deposited Rs. 2900/- vide e-R no. <span style="mso-spacerun: yes;"> </span>959409991 dated 23/11/2022 as NOC regularization fee against the project cost of Rs. 30.63 Lac, which is adequate for <strong>one year</strong> as per Board's Office Order dated 29/10/2018.<span style="color: red;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Accordingly, the industry was visited by the undersigned on <strong>25.11.2022</strong> and found that the industry was not in operation. During visit it was observed that: </span></p>

It has proposed to install cyclone separator as APCD with paddy pre cleaner.</span></p>

It has submitted feasibility report from <strong>M/s Terrasyn Initiatives, Patiala</strong> of proposed APCD to be installed on paddy pre cleaner. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US;">Further, as per Government of Punjab Department of Science, Technology & Environment Endst. No. 10/48/2004-STE(4)/932 Dated: 15/10/2013, "All the Rice mills/ Saila Plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises If pollution load of existing unit has been effectively taken care of by the Industry and no specific approval of District Town Planner will be required."</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-ansi-language: EN-US;">As the subject cited unit has submitted certificate from MC, Bassi Pathana vide letter no. 1279 dated 07/10/2022, which is reproduced as under:</span></p>

Therefore, it is clear that drier may be allowed to install.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; mso-pagination: none; text-autospace: none;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>

However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></em></strong></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Keeping above in view, if approved, the 'consent to establish' (NOC expansion) applied under the Water Act, 1974 and the Air Act, 1984 may be granted for one year i.e. <strong>upto 22/11/2023</strong> for Processing of Paddy @ 3.0 T/Hour to produce Rice @ 2.0 T/Hour <strong>(With drier</strong>) with usual conditions (auto generated) alongwith the following special conditions as under: </span></p>
