<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">It is intimated that the industry was established without the permission of the Board. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">Now the industry has applied the fresh CTO under Water Act,1974. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">EE, RO has also reported that the site is suitable for such a type of project.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">kindly peruse the agenda note and recommendation given by RO.</span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">If approved fresh CTO under Water Act,1974 may be up to 30/9/23 for Production of PREMIX @ 200 TPH subject to the suitable conditions and additional conditions as proposed by EE, RO an additional condition may be imposed that </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;"> 1)Entire domestic effluent will be discharged onto land for plantation /green area after treatment with the septic tank.<span lang="EN-IN"> </span></span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">2)The industry shall abide by the following code of practice for hot mix plants notified by the Board vide Notification no. Admn/A-2/F.No.178/99/03 dated 26.04.1999, which is reproduced as under: -</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">a) A suitable dust control system for the dryer and mixer to contain/recycle permissible lines in the mix should be provided. It should be capable of preventing the exhaust of line dust into the atmosphere from both ends of the dryer drum by creating adequate negative pressure.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">b) The plant should have a centralized control panel/cabin capable of presenting controlling/synchronizing all operations, starting from the feeding of cold aggregates to the discharging of the hot mix to ensure proper mixing. It should have an adequate water scrubbing mechanism to completely remove/control the dust coming out of the drier with proper provision of a re-circulation system for the scrubber water.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">c) Bitumen must be mixed with aggregate as soon as it is heated and dried and the second time lifting off the dried aggregate for proper batching should be avoided.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">d) All roads/ vehicular movement areas at the site of the hot mix plant should be pucca/stabilized with stone aggregates and a regular sprinkling of water be ensured so that no dust is generated with vehicular movement.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">e) Hot mix plant must have proper stack heights for its scrubbed flue gases and bitumen heating system with the proper platform and port holes as per the Punjab Pollution Control Board norms.</span></p>
<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">f) Fine dust arrested by the water scrubber and collected in their circulation water tank should be collected and fitted in it to be covered with fresh earth. This exercise should be repeated as and when the dust is removed from the re-circulation tank.</span></p>

<p style="text-align: justify;"><span lang="EN-IN" style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">6. The industry shall comply with the guidelines of the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of groundwater.</span></p>
