<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-bidi-language: PA;">The industry has submitted feasibility report in which it was mentioned that M/s. Metro Developers & Builders is coming up with a Residential Project namely Victoria Enclave in Patran, District Patiala, Punjab. The Project shall require a Sewage treatment plant to treat the domestic sewage.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-bidi-language: PA;">The report evolves a suitable scheme for treating the wastewater (Sewage) which will be generated from complex. The treatment scheme is designed to bring down the concentration of pollutants to within standards prescribed by the Punjab Pollution Control Board. The scheme has also considered discharge treated effluent in to the M.C. sewer.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-bidi-language: PA;">It has proposed to construct 224 nos. plots, 70 nos. EWS plots and 70 nos. commercial plots and the details of water calculation have been done. The total domestic waste generation is 383 KLD. The Project Proponent has proposed to installed a STP based on SAFF Technology. Out of which 187 KLD will be discharged into the sewer and remaining 195.7 KLD will be discharged onto land for plantation in an green area/reuse into flushing of around 117528 Sqm.</span></p>

Surinder Bansal son of Late Sh. Gopi Chand Bansal aged about 39 year’s resident of H.No. 1416, Sector 40-B, Chandigarh of the first party and Sh. Pankaj Bansal son of Sh. Gopi Chand Bansal aged about 36 year’s resident of H. No. 1416, Sector 40-B, Chandigarh of the second party.</span></p>

All the other distance parameters mentioned in the notification dated 25.07.2008 issued by Department of Science and Technology are fulfilling the criteria.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; color: #5d5d5d; mso-bidi-language: PA;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; background: white; mso-bidi-language: PA;">However, there is clarification vide Board letter no. 4426-49 dated 05.02.2009 in which it was mentioned that the prescribed distance are to be maintain or not from the various category of above mentioned industries (i.e. rice shellers/saila plant/stone crushers/brick kilns/cement plants/cement grinding units/hot mix plants) for establishments of residential colonies/commercial establishments, was discussed in a meeting held under the chairmanship of Chief Secretary, Punjab on 13.01.2009 and it was decided as under:</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; line-height: 115%; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-bidi-language: PA;">1. The distance of 500m and 300m as prescribed in the above mentioned notification for establishment of rice shellers/saila plants/stone crusher and brick kilns/cement plants/cement grinding units/hot mix plants, respectively, would be maintained by the new residential colonies to be established outside the local planning area(LPA) i.e. these notifications would be deemed to be operative vice-versa also.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; line-height: 115%; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-bidi-language: PA;">2. The residential/commercial establishments shall be allowed within the Local Planning area as per the land use prescribed in the master plan/draft master plan of the area irrespective of their distance from the rice shellers/saila plants/stone crushers/ brick kilns/ cement plants/ cement grinding units/ hot mix plants. However, minimum buffer of 15m green belt of broadleaf trees should be provided by the colonizer towards the air polluting industries, boundary of which are located within 100m from the boundary of such projects.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; line-height: 115%; background: white;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; color: black; mso-bidi-language: PA;">In this regard, the PP has submitted classification from DTP, Patiala, wherein it has been mentioned that site falls in the Local Planning Area (LPA) of Patran, therefore, the decision mentioned at sr. no. 2 is applicable to this site. The CLU has been already granted by ADC (Urban Development). Thus, the site of project is suitable.</span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; line-height: 115%; mso-list: l0 level1 lfo1; margin: 0in 0in 3.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The project proposed has proposed 2 no. D.G. set of capacity 125 KVA with canoy and stack of adequate height. </span></p>
<p class="MsoNormal" style="margin-bottom: 3.0pt; text-align: justify;"><span style="font-size: 16.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">In view of above, if approved, recommendation may be sent to SEE, Zonal Office-1, Patiala may be granted to the project proponent Consent to Establish (NOC) under the Water Act, 1974 and the Air Act, 1981 for one year with suitable conditions as per policy of the Board. </span></p> |
