For the implementation of the Noise Pollution (Regulation &amp; Control) Rules, 2000, the Govt. of Punjab vide notification no. 3/100/2013-STE(4)/145 dated 26.02.2014 has notified District Administration (District Magistrate, Additional District Magistrate, Sub Divisional Magistrate, and Executive Magistrate) and Police Commissionerate (CP, DCP, ADCP, SSP, SP, DSP) and Dept. of Local Government (Commissioner and Asstt. Commissioner of Municipal Corporations and Executive Officers of Municipal Committees). Therefore, the establishments are required to obtain permission from the above-designated authorities. As compare to previous CA Certificate the value of fixed assets has increased from 23.62 crore to 23.74 crore. Earlier, the fees deposited by the project proponent is Rs. 1,44,500/- vide UTR no. 25586311661DC dated 29.11.2021 under Water (Prevention &amp; Control of Pollution) Act, 1974<span style="mso-spacerun: yes;">&nbsp; </span>and Rs. 1,15,200/- vide UTR no. 25586425231DC dated 29.11.2021 under Air (Prevention &amp; Control of Pollution) Act, 1981. After deduction of late fees, NOC regularization fee, the consent fee under Water Act, 1974 and consent fee under Air Act, 1981 are adequate till 31.08.2025.</p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has submitted approved building plan from the competent person under Factory Act, 1948. The project proponent has submitted approved letter from PSIEC vide no. PSEIC/Estate/25177 dated 23.01.2018 for clubbing of plot no. D-257 &amp; D-260 phase VIII A, IFP, Mohali. The project proponent has submitted completion certificate of STP of capacity 50 KLD from Mech Engineers.</p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has submitted reply of the clarification raised on 20.11.2022 that they have installed four no. of composter bins capacity of 10 kg each for 30.0 kg per/day Biodegradable Waste. If required in future they will install mechanical composter as per the requirement.</p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 granted to it.</p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The site was visited by the undersigned on 24.11.2022 and contacted Sh. Rajesh Mahajan, MD (9814107888). During visit it was observed as under:</p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The construction work and interior work of the hotel has been completed. The configuration of the hotel is B+G+7 floors. At ground floor, reception, STP and parking is there. At Ist floor, a big restaurant with attached kitchen, one small party room, one small kitty room is there. At 2<sup>nd</sup> floors, 3<sup>rd</sup> floors, 4<sup>th</sup> floors and 5<sup>th</sup> floors there are 16 rooms each. At 6<sup>th</sup> floor, there are 12 rooms and one party room. Hence, there are 76 rooms of the hotel. At 7<sup>th</sup> floor, there is gym, swimming pool, 1 no. bar, 2 no. spa rooms and 1 no. kitchen. The representative informed that the hotel will be operated in the name of Best western plus which is a foreign hotel chain and due to some pending work as desired by the client they were not able to start the hotel till today and now the inauguration of the Hotel is planned on 01.12.2022.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The project proponent has channelized the emissions generated from both the kitchens uptill roof of 7<sup>th</sup> floor. The project proponent has installed 2 no. The project proponent has laid plumbing line in such a way that the waste-water of toilets, bathroom and kitchen is routed till STP before disposing into sewer. STP was in operation and very less quantity of effluent was there in the collection tank. The representative informed that the effluent is being generated as a result of labour working in the hotel for completion of pending work. The representative was advised to install organic waste composter for management of bio-degradable solid waste to be generated from the project.</p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">6)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The project proponent has provided sand filter, activated carbon filter and water softener at the roof of the hotel for treating the water before supplying to bathroom and flushing. The project proponent has provided a RO plant for treating the raw water before supplying to pantry and for drinking purpose.
