CTOW/Fresh/SAS/2020/13946889 dated 21.12.2022 which was valid upto 30.09.2022 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2020/13946862 dated 21.12.2020 which was valid upto 30.09.2022 for 1 Dental Chair subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoBodyText" style="margin: 0in 45.25pt 12pt 45pt; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px;">Now, the<span style="letter-spacing: 0.05pt;"> </span>HCF has applied<span style="letter-spacing: 0.05pt;"> </span>for<span style="letter-spacing: 0.05pt;"> </span>varied ‘Consent<span style="letter-spacing: 3.1pt;"> </span>to Operate’ under the Water (Prevention &<span style="letter-spacing: 0.05pt;"> </span>Control of Pollution) Act, 1974 and under the Air (Prevention &<span style="letter-spacing: 3.1pt;"> </span>Control of Pollution) Act, 1981 for 2<span style="letter-spacing: 0.05pt;"> </span>Dental<span style="letter-spacing: -0.05pt;"> </span>Chair alongwith requisite documents.</span></p>
<p class="MsoBodyText" style="margin: 0in 45.35pt 12pt 45pt; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px;">The HCF has The hospital has deposited Rs. 3000/- vide R no. 609222477 dated 17.11.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 3000/- vide R no. 684464256 dated 17.11.2022 under Air (Prevention & Control of Pollution) Act, 1981. The fee submitted by the HCF is<span style="letter-spacing: 0.05pt;"> </span>adequate<span style="letter-spacing: -0.05pt;"> </span>upto 24.02.2024 after adjusting late fee / penalty.</span></p>
<p class="MsoBodyText" style="margin: 0in 45.35pt 12pt 45pt; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px;">The<span style="letter-spacing: 1.85pt;"> </span>HCF<span style="letter-spacing: 1.85pt;"> </span>has<span style="letter-spacing: 1.85pt;"> </span>executed<span style="letter-spacing: 1.85pt;"> </span>an<span style="letter-spacing: 1.85pt;"> </span>agreement<span style="letter-spacing: 1.9pt;"> </span>with<span style="letter-spacing: 1.8pt;"> </span>the<span style="letter-spacing: 1.9pt;"> </span>common<span style="letter-spacing: 1.85pt;"> </span>Bio<span style="letter-spacing: 1.85pt;"> </span>Medical<span style="letter-spacing: 1.9pt;"> </span>Waste<span style="letter-spacing: 1.85pt;"> </span>treatment facility namely M/s Rainbow Environments Village Balyali, Tehsil Kharar, Distt. Mohali for lifting and<span style="letter-spacing: 0.05pt;"> </span>treatment of Bio Medical waste generated from the Hospital and the same is valid upto 06.08.2023 for 02 no.<span style="letter-spacing: -0.1pt;"> </span>of<span style="letter-spacing: -0.05pt;"> </span>dental chairs.</span></p>
<p class="MsoBodyText" style="margin: 0in 45.7pt 12pt 45pt; text-align: justify; text-indent: 71.35pt; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px;">As per record, the detail of HCF is as under:</span></p>
<p class="MsoListParagraph" style="margin: 6.05pt 45.75pt 0.0001pt 1in; line-height: 22.72px;"><span style="letter-spacing: -0.05pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span>The HCF is situated inside a commercial project i.e ‘Tricity Plaza’ and has installed 1<span style="letter-spacing: 0.05pt;"> </span>no.<span style="letter-spacing: -0.1pt;"> </span>dental<span style="letter-spacing: 0.1pt;"> </span>chair.</p>
<p class="MsoListParagraph" style="margin: 0.8pt 45.75pt 0.0001pt 1in; line-height: 23.36px;"><span style="letter-spacing: -0.05pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span>The HCF has made arrangements for segregating the bio medical waste in colour<span style="letter-spacing: 0.05pt;"> </span>coded bags. It was observed that the hospital has provided covered containers for<span style="letter-spacing: 0.05pt;"> </span>collection<span style="letter-spacing: -0.1pt;"> </span>of<span style="letter-spacing: -0.1pt;"> </span>the bio-medical<span style="letter-spacing: -0.05pt;"> </span>waste at source.</p>
<p class="MsoListParagraph" style="margin: 0.25pt 45.75pt 0.0001pt 1in; line-height: 22.88px;"><span style="letter-spacing: -0.05pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span>The HCF has provided arrangement for treatment of liquid waste generated and is<span style="letter-spacing: 0.05pt;"> </span>treated<span style="letter-spacing: -0.1pt;"> </span>with<span style="letter-spacing: -0.1pt;"> </span>Sodium<span style="letter-spacing: -0.05pt;"> </span>Hypo- Chlorite<span style="letter-spacing: -0.05pt;"> </span>Solution<span style="letter-spacing: -0.05pt;"> </span>of 1-2<span style="letter-spacing: -0.05pt;"> </span>%<span style="letter-spacing: -0.3pt;"> </span>concentration.</p>
<p class="MsoListParagraph" style="margin: 0.7pt 45.75pt 0.0001pt 1in; line-height: 22.88px;"><span style="letter-spacing: -0.05pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span>The treated effluent and the domestic effluent is discharged into the STP installed by<span style="letter-spacing: 0.05pt;"> </span>‘Tricity<span style="letter-spacing: -0.05pt;"> </span>Plaza’ and<span style="letter-spacing: -0.05pt;"> </span>treated effluent<span style="letter-spacing: -0.05pt;"> </span>is<span style="letter-spacing: -0.1pt;"> </span>being<span style="letter-spacing: -0.1pt;"> </span>discharge<span style="letter-spacing: -0.05pt;"> </span>into<span style="letter-spacing: 0.05pt;"> </span>MC,<span style="letter-spacing: -0.1pt;"> </span>sewer.</p>

<p class="MsoBodyText" style="margin: 0in 17.1pt 0.0001pt 45pt; text-align: justify; text-indent: 71.95pt; line-height: 24px;"><span style="font-size: 11pt; line-height: 22px;">In view of above, it is recommended that the ‘Consent to Operate’ under Water (Prevention &<span style="letter-spacing: 0.05pt;"> </span>Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the Clinic<span style="letter-spacing: -3pt;"> </span>upto<span style="letter-spacing: -0.1pt;"> </span>31.12.2023<span style="letter-spacing: -0.1pt;"> </span>subject to the suitable<span style="letter-spacing: -0.05pt;"> </span>conditions<span style="letter-spacing: -0.05pt;"> </span>and<span style="letter-spacing: 0.05pt;"> </span>following<span style="letter-spacing: -0.1pt;"> </span>additional conditions:</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">This authorization is valid for 02 dental chairs only.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The hospital shall ensure to comply with the effluent standards as notified and Water (Prevention & Control of Pollution) Act, 1974 amended upto date and subsequent amendments if any.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">There is no claim of continuation of hospital in present premises on the basis of this consent. The hospital has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The hospital shall obtain other statutory approvals required from other departments, if any.</span></p>
<p class="MsoListParagraph" style="margin-right: 37pt; margin-left: 1.5in; text-indent: -23.25pt; line-height: 24px; background: white;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The hospital shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any.</span></p>
