<p style="text-align: justify;">Kindly peruse the agenda note and recommendations given by E.E, Regional Office.</p>

<p style="text-align: justify;">It is intimated that Environment Clearance for expansion vide no. J-11011/59/2001-IA.II(I) dated 17.02.2022 for Expansion of Manufacturing of Pesticides & Agrochemical Products from 26963.3 TPA to 64974.67 TPA by the industry. As per E.C granted Existing land area is 113300 m2, no additional land will be used for proposed expansion. 12566 m2 land area from existing open area i.e. 56967 m2 will be utilized for the proposed expansion.</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;">The indutry has separately obtained Change of Land Use issued by Office of Additional Deputy Commissioner (Urban Development)-cum-Competent Authority, District SAS Nagar vide no. CLU/ADC(UD)/SAS/2021/336 dated 07.09.2021 regarding change of land use of 06 bighe 09 biswe are in Derabassi, Village Roni Hadbast No. 14 for industrial purpose.</p>

<p style="text-align: justify;">Now, the industry has applied NOC for expansion. Regional Office reported that Dhabi drain was monitored from upstream and downstream of the industry. As per analysis results, no contribution of trade effluent is found. Further, no trade effluent discharge was found during the visit. The industry is complying with the various terms and conditions of the earlier granted CTO of the Board.</p>

<p style="text-align: justify;">If approved, NOC for expansion may be granted upto 30/10/2023 (as per adequacy of NOC fee desposited by the industry) with the special condition proposed by E.E, Regional Office and additional conditions may also be imposed that:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1) <!--[endif]-->The industry shall install complete odour management system & to develop green belt of 5 m width all along the peripheri of site. The development of green belt shall be started in advance so that the same is adequately available at the time of commissioning of the industry.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2) <!--[endif]-->The industry will establish the industry on its own risk & cost in regard to the adequacy of pollution control measures.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3) <!--[endif]-->The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of its unit</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4) <!--[endif]-->The industry shall not discharge any effluent outside its premises, at any point of time, under any circumstances.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5) <!--[endif]-->The industry shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6) <!--[endif]-->The industry shall not discharge the effluent into any drain/choe/nallah, in any case</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7) <!--[endif]-->The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8) <!--[endif]-->The industry shall develop its project strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9) <!--[endif]-->The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->10) <!--[endif]-->The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->11) <!--[endif]-->The industry shall comply with the provisions of Solid Waste Management Rules, 2016.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->12) <!--[endif]-->The industry shall obtain the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->13) <!--[endif]-->The industry shall comply with the provisions of Plastic Waste Management Rules, 2016.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->14) <!--[endif]-->The establishment shall obtain all the statuary approvals/clearances from the concerned departments.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->15) <!--[endif]-->The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->16) <!--[endif]-->In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.</p>
