CTOW/Fresh/LDH2/2019/10747546 dated 12/08/2019 valid upto 30/06/2024 & under Air Act, 1981 vide no. CTOA/Fresh/LDH2/2019/10747523 dated 12/08/2019 valid upto 30/06/2024 for the manufacturing of products Drawn Wire @ 24.75 MT/day.</span></p>
<p class="TableParagraph" style="text-align: justify;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>Thereafter a complaint was received through whatsapp from the Competent Authority regarding the use of HCL for the pickling process against the consented use of H2SO4 by some industries and for further lifting of the spent acid by M/S JBR Technologies Pvt. Ltd. Kohara Unit which has no treatment methodology to treat the spent effluent generated from the use of HCL. Accordingly, the industry was visited on 31.05.2021 and the report is as detailed under:- </span></p>

<p class="TableParagraph" style="margin-left: 30.9pt; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; color: black;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">The industry has installed 04 tanks for acid pickling and phosphating purpose. The industry is using hydro chloric acid (HCL) as pickling. </span></p>
<p class="TableParagraph" style="margin-left: 30.9pt; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; color: black;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">The industry has made an agreement with the M/s J.B.R. Technologies (Unit-II), Machiwara, Kohara, Ludhiana for lifting of trade effluent @ 4000 ltr/month and same was entered on 29.06.2019. In the copy of agreement the CETP Operator has not mentioned any detail of spent acid, which are lifted & treated by their facility at Unit –II. </span></p>
<p class="TableParagraph" style="margin-left: 30.9pt; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; color: black;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">The industry is using hydro chloric acid. </span></p>
<p class="TableParagraph" style="text-align: justify;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>Accordingly, notice u/s 33-A of the Water Act, 1974 alongwith an opportunity of personal hearing before Member Secretary of the Board on 05.07.2021 was issued and after hearing it was<span style="mso-spacerun: yes;"> </span>decided as under :-</span></p>
<p class="TableParagraph" style="margin-left: 30.9pt; text-align: justify; text-indent: -.25in; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; color: black;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 to the industry be revoked.</span></p>
<p class="TableParagraph" style="margin-left: 30.9pt; text-align: justify; text-indent: -.25in; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; color: black;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Direction u/s 33-A of the Water Act, 1974 be issued against the industry for closure of unit and PSPCL authorities be directed to disconnect the electric connection available with the industry.</span></p>
<p class="TableParagraph" style="margin-left: 3.25pt; text-align: justify; text-indent: 38.2pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Accordingly, the consent to operate granted under Water Act, 1974 was revoked and vide ZO letter<span style="mso-spacerun: yes;"> </span>no. 3025 dated 26.07.2021 and electric supply was disconnected. </span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span></span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Thereafter, the industry had applied<span style="mso-spacerun: yes;"> </span>for consent to operate with an undertaking<span style="mso-spacerun: yes;"> </span>that it will not use HCL in future and the consent was granted under Water Act, 1974 valid upto 07.03.2022 for discharge of trade effluent @ 4000 Ltr/month to M/s JBR Technologies Ltd.-2, Kohara, Ludhiana with special condition that the industry shall not use HCl for pickling process in future and electric connection was restored upto 13.03.2022.</span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"> </span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Thereafter, the industry was again visited by surprise team on 24.11.2021 and it was found using HCl for acid pickling process. The industry was issued show cause notice with hearing before the Chief Environmental Engineer, Ludhiana on 30.03.2022. After hearing, it was decided as under :-</span></p>

<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>In compliance of personal hearing the industry has deposited environmental compensation of Rs. 50,000/- vide R. No. 45/5450 dated 25.05.2022.</span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"> </span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>The industry had again applied for consent to operate under Water Act, 1974 and the industry was visited on 24.05.2022 in order to process the consent case. The industry was again found to be using HCL for pickling process. Accordingly, consent application under Water Act, 1974 was refused.</span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>Accordingly, it was recommended that directions u/s 33-A of Water Act, 1974 be issued to the industry for disconnection of electric supply vide e-noting no. <u><a href="../../enotification/popPreviousEnoting/17964909">17964909</a></u>. The action is under process.</span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;">Now, the industry has applied for consent to operate under Water Act, 1974 alongwith requisite documents and with an undertaking stating that “<strong><em>it is to certify that I Ishaan Bansal, Proprietor of M/s Ravindra Alloy Industries, St. No. 3, Jaspal Bangar Road, Industrial Area –C, Ludhiana is hereby declared that we will not use any acid other than sulphric acid for acid pickling process in our premises in future. In case, industry will use any HCL acid in future, Board will take any action against the industry without any opportunity of personal hearing.</em></strong> </span></p>
<p class="TableParagraph" style="text-align: justify; tab-stops: 30.95pt; margin: .05pt 4.85pt .0001pt 5.45pt;"><span style="font-size: 12.0pt; color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span><strong><em>It is therefore requested to kindly grant last opportunity. We ensure you that we will always comply with the pollution control norms.”</em></strong></span></p>
