<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry was granted ‘Consent to operate’ under the Water Act, 1974 and Air Act, 1981 valid upto 31.12.2022 & 16.06.2022 respectively, to manufacture Kraft Paper and MG Kraft Paper @ 30 MTPD, conditions mentioned therein. The electricity connection of the industry was also restored temporarily for period upto 16.06.2022.</p>
<p style="text-align: justify;">Further the RO was requested vide this office letter no. 8954 dated 17.12.2021 to send the separate report regarding imposition of Environmental Compensation for earlier violations. However, no report has been received in this regard. Reminder is being sent separately. </p>
<p style="text-align: justify;">Thereafter, the industry applied for renewal of ‘Consent to Operate’ under the Water Act, 1974 and Air Act, 1981.</p>
<p style="text-align: justify;">Meanwhile a complaint was also received from the Panchayat and residents of village Gaunspur area regarding air pollution caused by paper mills located in village Gaunspur. Thereafter the industry was visited 18.05.2022 and industry was found in operation. Observations of the visit are as under:</p>
<p style="text-align: justify;">1. The industry had installed one boiler of capacity 5 TPH and has provided twin cyclone followed by alkali scrubber as APCD. Rice has been used as fuel in boiler section. The industry has provided mechanical feeding system for feeding of rice husk in furnace of boiler.</p>
<p style="text-align: justify;">2. Fuel ash generated from the boiler section is disposed of onto land adjoining the industry in an open area.</p>
<p style="text-align: justify;">3. The industry had not made any arrangement for disposal of inert materials recovered from the raw material and same were found stored in open land adjoining the industry.</p>
<p style="text-align: justify;">As such, the industry was not complying with the provisions of the Air Act, 1981. Bank Guarantee of Rs. 50,000/- submitted by the industry as an assurance to not emit black smoke and to operate its APCD properly also stands expired since 13.05.2022. Accordingly, consent to operate under the Air Act, 1981 was refused on 15.07.2022.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of ‘Consent to Operate’ under the Water Act, 1974 and Air Act, 1981. The industry has deposited consent fee, which is adequate for period upto 30.09.2027 under both acts. The industry has submitted Bank Guarantee of Rs. 50,000/- as an assurance to not emit black smoke and to operate its APCD properly, which is valid upto 31.08.2023.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 18.11.2022 and it was observed as under:</p>
<p style="text-align: justify;">1. The industry was in operation for production of kraft paper.</p>
<p style="text-align: justify;">2. The industry has installed ETP for the treatment of trade effluent consisting of collection tank, equalization tank, primary clarifier, aeration tank, secondary clarifier, tertiary treatment consisting of sand filter and carbon filter. Backwater is recycled back into process after primary clarifier, secondary clarifier and also after tertiary treatment (for showers and boiler). The industry has installed cedicell for recovery of fiber from back water.</p>
<p style="text-align: justify;">3. The industry has installed sludge press for de-watering of ETP sludge.</p>
<p style="text-align: justify;">4. The industry has installed separate energy meters with ETP and record is maintained in this regard.</p>
<p style="text-align: justify;">5. The industry has installed water meter at ground water extraction point.</p>
<p style="text-align: justify;">6. The industry had installed one boiler of capacity 05 TPH and has provided twin cyclone followed by alkali scrubber as APCD. Rice husk has been used as fuel in boiler section. The industry has provided mechanical feeding system for feeding of rice husk in furnace of boiler.</p>
<p style="text-align: justify;">7. The industry has made agreement with Sh. Amritpal Singh S/o Sh. Balwant Singh regarding disposal of fuel ash generated from the boiler section at low lying area.</p>
<p style="text-align: justify;">As such, the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981.</p>
<p style="text-align: justify;">The industry was visited by officers of the Board on 17.06.2020 & 11.01.2022 and during visits, air emission samples were collected and as per analysis reports, concentration of SPM was found within the prescribed limits of the Board during these two visits. The industry has already upgraded its ETP as per the recommendations of CPPRI Saharanpur and as per 3rd party audit report of CPPRI, the industry is operating on complete ZLD basis. Thus, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.</p>
<p style="text-align: justify;">Keeping in view of the above, it recommended that:</p>
<p style="text-align: justify;">A) Application of the industry for renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Kraft Paper and MG Kraft Paper @ 30 TPD may be granted upto 30.09.2027 with suitable conditions, please.</p>
<p style="text-align: justify;">B) The electricity connection of the industry may be restored permanently.</p>
