<p class="MsoBodyText2" style="line-height: 150%;"><span lang="EN-US" style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> It is intimated that earlier the consent to operate under Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention& control of Pollution) Act, 1981 was granted to the HCF vide online reference no. CTOW/Renewal/PKT/2022/18522977 & CTOA/Renewal/PKT/2022/18522972 dated 26/04/2022, which was valid upto 25/10/2022 along with certain conditions. </span></p>
<p class="MsoBodyText2" style="line-height: 150%;"><span lang="EN-US" style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> Now the HCF has applied for obtaining renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the operation of Hospital through OCMMS in a totally paperless manner by uploading necessary documents as PDF. </span></p>
<p class="MsoBodyText2" style="line-height: 150%;"><span lang="EN-US" style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> It is submitted that the subject cited HCF is an Eye Hospital and is not having any bed and only OPD is done at the HCF. The HCF has already obtained authorization under the provisions of the Bio Medical Waste Rules, 2016. The hospital has deposited Rs. 5000/- vide DD No. 649547 dated 29/11/2022 & Rs. 5500/- vide DD No. 649548 dated 29/11/2022 as consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 fee including Rs. 500/- as Form Fee, which is adequate upto 31/03/2028. The Hospital was visited by officer of this office on 30/11/2022 and observed as under:- </span></p>

<p class="MsoBodyText2" style="margin-left: 21.9pt; text-indent: -21.9pt; line-height: 150%; mso-list: l0 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span lang="EN-US" style="line-height: 150%;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span lang="EN-US">The HCF has provided waste water treatment system by providing hypochlorite solution of strength 1% at the lab, operation theater etc. The treated effluent is discharge into MC Sewer, which is connected with the terminal STP.</span></span></p>
<p class="MsoBodyText2" style="margin-left: 21.9pt; text-indent: -21.9pt; line-height: 150%; mso-list: l0 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span lang="EN-US" style="line-height: 150%;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span lang="EN-US">The HCF has provided colour coded bins for the segregation of the Bio Medical Waste and has provided common storage room for the lifting of same. </span></span></p>
<p class="MsoBodyText2" style="margin-left: 21.9pt; text-indent: -21.9pt; line-height: 150%; mso-list: l0 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span lang="EN-US">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span lang="EN-US">The HCF has provided needle destroyers for shredding of needles.</span></span></p>
<p class="MsoListParagraph" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.9pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in .0001pt 21.9pt;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span><!--[endif]-->The HCF is maintaining the record of Bio Medical Waste lifted by CBWTF. </span></p>
<p><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> <span lang="EN-US" style="line-height: 115%;"> Further, it is intimated that as per the policy of the Board vide office order no. 601 dated 16/12/2021, it is submitted that the HCFs with bed capacity upto 50 beds, which are connected with Public Sewer having terminal STP shall be granted consent/authorization of the Board without installation of individual ETP as an interim measure. In this regard, it is intimated that the said HCF is connected with Public Sewer of Pathankot City, which leads to STP installed by MC, Pathankot (Agenda Note is also attached herewith). </span></span></p>
<p><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><span lang="EN-US" style="line-height: 115%;"> </span>In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2027 with suitable conditions.</span></p> |
