<p class="MsoNoSpacing" style="margin: 0cm 0.2pt 6pt 0cm; text-indent: 9pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-weight: bold;"><span style="mso-tab-count: 2;"> </span>The industry has also mentioned in its proposal that the new boiler is being installed for better fuel efficiency and with a view to switch to cleaner fuels, as the new boiler of capacity 06 TPH shall be briquette fired and the existing boiler of capacity 04 TPH shall be converted to PNG fired from existing FO fired furnace.</span></p>

UTIBR52022092300363960 dated 23.09.2022, against the cost of expansion of the project of Rs. 250.88 lakh (as per application form). The NOC fees is adequate for more than 01 year, as for Rs. 250.88 lakhs, ‘consent to establish’ (NOC) fee is Rs. 14,400/-. Thus, the additional fee deposited by the industry shall be adjusted at the time of ‘consent to operate’. </span></p>

<p class="MsoNoSpacing" style="margin-top: 12pt; line-height: 150%; text-align: justify;"><strong><u><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">Applicability of EIA notification dated 14.09.2006:</span></u></strong></p>
<p class="MsoNoSpacing" style="margin-top: 12pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">The industry is a bulk drug manufacturing unit and such units are covered under category 5 (F) of schedule of EIA notification dated 14.09.2006. However, the industry has proposed to replace its existing boilers with a new boiler with a view of usage of cleaner fuel and better efficiency, without increase in any production capacity of the unit. </span></p>
<p class="MsoNoSpacing" style="margin-top: 12pt; text-indent: 72pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">In this regard, para 2 (II) of the EIA notification dated 14.09.2006 is reproduced as under:</span></p>
<p class="MsoNoSpacing" style="margin: 6pt 21.45pt 0.0001pt 36pt; text-indent: 36pt; line-height: 150%; text-align: justify;"><em><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">“Expansion and modernization of existing projects or activities listed in the Schedule to<span style="mso-spacerun: yes;"> </span>this<span style="mso-spacerun: yes;"> </span>notification<span style="mso-spacerun: yes;"> </span>with<span style="mso-spacerun: yes;"> </span>addition<span style="mso-spacerun: yes;"> </span>of<span style="mso-spacerun: yes;"> </span>capacity<span style="mso-spacerun: yes;"> </span>beyond<span style="mso-spacerun: yes;"> </span>the<span style="mso-spacerun: yes;"> </span>limits<span style="mso-spacerun: yes;"> </span>specified<span style="mso-spacerun: yes;"> </span>for<span style="mso-spacerun: yes;"> </span>the<span style="mso-spacerun: yes;"> </span>concerned<span style="mso-spacerun: yes;"> </span>sector, that is, projects or activities which cross the threshold limits given in the Schedule, after expansion or modernization”</span></em></p>
<p class="MsoNoSpacing" style="margin-top: 12pt; text-indent: 70.9pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">As, the industry is not proposing to increase its existing production capacity and is only proposing to replace its existing boilers, as such, as per the above clause of EIA notification dated 14.09.2006, the industry should not be required to apply for obtaining environmental clearance under the said notification.</span></p>
<p class="MsoNoSpacing" style="margin-top: 12pt; line-height: 150%; text-align: justify;"><strong><u><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">Applicability of SAC clearance:</span></u></strong></p>
<p class="MsoNoSpacing" style="margin-top: 12pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">As per the land use classification letter submitted by the industry, the unit falls in industrial zone as per proposed land use plan, Lalru. Thus SAC clearance is not applicable.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; line-height: 115%; text-align: justify;"><strong style="mso-bidi-font-weight: normal;"><u><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Status of Bank Guarantee:</span></u></strong></p>
<p class="MsoListParagraph" style="margin: 0cm 0cm 6pt; text-indent: 70.9pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Arial;">The industry has submitted bank guarantee amounting to Rs 4lacs which was valid upto 20.02.2021. The industry has now got the validity of said bank guarantee upto 20.10.2024.</span></p>
<p class="MsoBodyText" style="margin: 5pt 3.7pt 0.0001pt 0cm; text-indent: 70.9pt; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The site of the industry was visited by officers of the Board on 17.09.2022 and on 22.09.2022 with ASO of the Board and it was observed as under:</span></p>

During visit, effluent sampling was carried out and the results are attached.</span></p>

Further, the industry has started the dismantling processing of the boiler of capacity 1.5 TPH at the site. During visit, stack emission sampling of boiler of capacity 4 TPH was carried out and the analysis results are attached.</span></p>
<p class="MsoListParagraph" style="margin: 0cm 0.2pt 0.0001pt 21.3pt; text-indent: -21.3pt; line-height: 115%; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-bidi-font-weight: bold;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-weight: bold;">The industry has installed online continuous meters at the final outlet of the ETP for measurement of concentration of pH, TSS, BOD and COD and the readings were noted as COD 41.048, BOD 13.133, TSS 24.815 and pH 7.414. </span></p>

<p class="MsoListParagraph" style="margin: 0cm 0.2pt 6pt 21.3pt; text-indent: -21.3pt; line-height: 115%; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-bidi-font-weight: bold;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-weight: bold;">The industry has installed 03 no. DG sets, out of these, 02 D.G set of capacities 1250 KVA each, and 01 D.G set of capacity1500 KVA. All the three DG sets are placed in acoustically treated room and are having adequate stack heights.</span></p>
<p class="MsoBodyText" style="margin: 12pt 3.7pt 0.0001pt 0cm; text-indent: 2cm; line-height: 150%; text-align: justify;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">In view of above, if may approved, ‘consent to establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for expansion of the unit for one year with usual conditions & with following special conditions:</span></p>
