CTOW/Renewal/PTA/2022/17591905 dated 01/02/2022 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2022/17591900 dated 01/02/2022, both were valid upto 31/07/2022 subject to conditions as mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; line-height: 18.0pt;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;"> Now, the marriage palace has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 with requisite documents. The marriage palace has deposited online Rs. 90000/- vide Receipt No. 107015739 dated 02.11.2021 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 90000/- vide Receipt No. 293271134 dated 02.11.2021 under Air (Prevention and Control of Pollution) Act, 1981. The total consent fee deposited by the marriage palace is adequate upto 30.07.2026</span><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: #92d050; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;"> </span><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">against the value of fixed assets of Rs. 727.43 lakh as per CA certificate dated 24.08.2022 submitted by it.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; text-indent: 66.8pt; line-height: 18.0pt;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">The marriage palace has also submitted analysis report of samples collected and analyzed by the NOIDA Testing Laboratories on 22.10.2022. As per analysis report, the concentration of various parameters i.e. pH 7.40, TDS 1455 mg/l, TSS 50 mg/l, COD 144 mg/l, BOD 52 mg/l, O&G 4.2 mg/l which are within the permissible limits as prescribed by the Board.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 1.0in; line-height: 18.0pt;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">The marriage palace has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 as well as compliance of mechanism/guidelines for control of pollution from banquet halls/restaurants/hotels/motels prescribed by board vide office order dated 02.02.2021.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; text-indent: 66.8pt; line-height: 18.0pt;"><span style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; background: white; mso-ansi-language: EN-IN; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">The marriage palace was visited by the AEE of this office on 12.02.2022 and found complying with some of conditions of the office order dated 02.02.2021 and yet to comply with all the conditions in true letter and spirit.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; text-indent: 66.8pt; line-height: 18.0pt;"><span style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; background: white; mso-ansi-language: EN-IN; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; text-indent: 66.8pt; line-height: 18.0pt;"><span style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; background: white; mso-ansi-language: EN-IN; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">It is also pertinent to mention here that the Board had a meeting with the Punjab Marriage Palace & Resorts Association on 24.09.2021 and as per the minutes vide no. 22641 dated 14.10.2021. The Worthy Chairman of the Board inter alia has decided that till the full compliance of the guidelines as mentioned on 02.02.2021, regional offices to continue grant consent to operate to such unit for limited period of 6 months with condition for the compliance of the guidelines. However, in case of continuous violations or in case of no visible progress towards compliance of guidelines, concerned offices of the Board are at liberty to initiate action against the violator units as per the provision of law. It is also submitted that there is no incompliance reported in the recent past as per the record file in this office.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 5.2pt; text-align: justify; text-indent: 66.8pt; line-height: 18.0pt;"><span style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; color: black; background: white; mso-ansi-language: EN-IN; mso-fareast-language: EN-IN; mso-bidi-language: PA; font-weight: normal;">In view of the above, if approved, Senior Environmental Engineer, Zonal Office-1, Patiala may be recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 maybe granted to the marriage palace upto 30.09.2025 subject to conditions and the special condition that the marriage / resort owner shall ensure the compliance of the mechanism / guidelines prescribed by the Board on 02.02.2021 in true letter and spirit. </span></p>
