<p>The project proponent was issued notice to direction u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 to submit reply in writing within 15 days.</p>
<p>Further, the industry was visited by officer of the Board on 08.08.2022 and contacted Sh. Simarjot Singh, Partner. During visit, it was observed that:</p>
<p><!-- [if !supportLists]-->1. <!--[endif]-->The industry is located on a rented accommodation at ground floor of Plot no. 128, Phase-9, Mohali.</p>
<p><!-- [if !supportLists]-->2. <!--[endif]-->The industry is engaged in manufacturing of Plastic Bottles by using Virgin Plastic Granules. No recycled granules were found stored in the premises.</p>
<p><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed 2 blow moulding machines for manufacturing of Plastic Bottles using Fresh and Recycled Granules. The industry has installed one grinder machine for grinding of leftover plastic during manufacturing into small granules form.</p>
<p><!-- [if !supportLists]-->4. <!--[endif]-->The industry is discharging only domestic effluent into sewer.</p>
<p><!-- [if !supportLists]-->5. <!--[endif]-->The industry has failed to obtain consent to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, till date.</p>
<p><!-- [if !supportLists]-->6. <!--[endif]-->The industry has failed to obtain registration under PWM Rules, 2016.</p>
<p>Now, the project proponent has applied fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Plastic Bottles & Caps (Mostly used in medical line) @ 3800 No./day along with requisite documents.</p>
<p>The project proponent has submitted CA Certificate with the value of plant and machinery cost of Rs. 9.97 lakh on 24.08.2022. After addition of 5 year rent, the total cost of the project is Rs. 18.97 lakh. The project proponent has deposited Rs. 21,200/- vide UTR no. SBIN422245877729 dated 02.09.2022 under Water Act, 1974. The consent fee is inadequate.</p>
<p>The project proponent has submitted rent agreement made on 29.09.2021 Mrs. Tajinder Kaur and M/s Global Plastic. The project proponent has submitted partnership deed made on 16.04.2022 between Sh. Dinkaj Panday and Sh. Simarjot Singh. The project proponent has submitted GST certificate as proof of date of commissioning, as per which date of commissioning date is 01.07.2017. The project proponent has submitted approved building plan from competent person under Factory Act, 1948.</p>
<p>On scrutinizing the application of the project proponent following observations were raised on 25.11.2022 and request to submit reply within 2 days.</p>
<p><!-- [if !supportLists]-->1) <!--[endif]-->The industry has not submitted allotment letter of the original owner of the plot from PSIEC.</p>
<p><!-- [if !supportLists]-->2) <!--[endif]-->As per the proof of date of commissioning submitted by the industry it is required to deposit additional Consent to Operate fees amounting to Rs. 9,066/- in order to make the consent fees under Water Act, 1974 & Air Act, 1981 valid till 31.12.2023.</p>
<p>No reply receive from the industry.</p>
<p>The industry was visited by the officer of the Board on 25.11.2022 and contacted Sh. Simarjot Singh, Partner (9780686828). During visit it was observed as under:</p>

<p><!-- [if !supportLists]-->4. <!--[endif]-->The industry is discharging only domestic effluent into sewer.</p>
<p>In view of above, it is recommended that show cause notice for refusal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of 07 days may be issued to the project proponent as it has failed to give reply to the clarification till date.</p>
