CTOA/Renewal/PTA/2018/7407229 dated 14/05/2018 having validity upto 31/03/2023 for manufacturing of Tin coated Plates @ 310 TPD or @ 1,10,000 TPA by using HR Coils @210 Metric Tonnes/Day, Chromic acid @15.5 Kgs/day, Hydrochloric/sulphuric acid @4.5 Metric Tonnes/Day, Caustic flakes @25 Kgs/day, Sodium dichromate @155 Kgs/day, Stannous sulphate @31 Kgs/day, CR coils @110 Metric Tonnes/Day, Tin @1.55 Metric Tonnes/Day as raw material subject to certain conditions as mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">Thereafter, the industry was granted NOC (modernization) vide no. CTE/Mod/PTA/2020/12858553 dated 11/08/2020 which was valid upto 18/06/2021 for manufacturing of Tin Coated Plates @ 310 Metric Tonne/Day by using HR Coils @ 210 Metric Tonne/Day, CR Coil @ 110 Metric Tonne/Day, Tin @ 1.55 Metric Tonne/Day, Hydrochloric/Sulphuric Acid @ 4.5 Metric Tonne/Day, Caustic Flakes @ 25 Kg/Day, Sodium Dichromate @ 155 Kg/Day, Stannous Sulphate @ 31 Kg/day, Ethoxylated naphthol Syltonic Acid (ENSA) @ 9 Kg/Day, Di-octyl Sebacate (DOS) @ 1.5 Kg/Day and Chromic Acid @ 15 Kg/Day as raw material under red category subject to conditions as mentioned therein. This NOC was issued to the industry for installation of high tech cold rolling mill (6 Hi) technology upgradation from 4 Hi to 6 Hi in addition with the existing cold rolling mill (4 Hi) for achieving better quality of product at the same production capacity and the industry shall stick with its production capacity of tin coated plates @ 310 MTD after the installation of new cold rolling mill.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">Thereafter, the industry had submitted application dated 13.10.2022 <span style="mso-spacerun: yes;"> </span>for obtaining varied consent to operate under the Water Act, 1974 and under the Air Act, 1981 for manufacturing </span><span style="font-size: 9.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">of</span><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;"> Tin coated plates @ 420 Metric Tonnes/Day and CR Coil (for captive consumption) @ 330 Metric Tonnes/Day by using HR coil (for cold rolling) @ 345 Metric Tonnes/Day, CR coil @ 110 Metric Tonnes/Day, Tin @ 2 Metric Tonnes/Day, Caustic @ 30 Kgs/day, Hydrochloric/Sulphuric acid @ 4.5 Metric Tonnes/Day, Di-octyl sebacate (DOS) @ 2 Kgs/day, Ethoxylated naphthol syltonic acid (ENSA) @ 12 Kgs/day, Stannous sulphate @ 40 Kgs/day, Sodium dichromate @ 190 Kgs/day, Chromic acid @ 20 Kgs/day as raw material under red category along with requisite documents. The industry has deposited Rs. 84000 /- vide UTR. No. IBKL220829559927 dated 29.08.2022 under the Water Act, 1974, Rs. 84000 /- vide UTR. No. IBKL220829562639 dated 29.08.2022 under the Air Act, 1981. The total consent fee deposited by the industry is adequate upto 31.03.2023 against the capital investment of Rs. 30448.09 Lacs as on 31.07.2022 as per the latest CA certificate dated 20.08.2022 submitted by the industry. <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">The industry had also submitted feasibility report prepared by M/s TerraSyn Initiatives, Patiala in which it was mentioned here that the unit is having installed production capacity of tin-coated plates ~310 MT/day (~110000 MT/annum) by using HR/CR coil alongwith cold rolling facility through the use of 4 Hi CR mill (Inhouse cold rolling to produce CR coil @ 200 MTD + excess CR coil @ 110 MTD purchased from market). Now, the industrial unit has modernized its existing CR mill by installation of new 6Hi CR mill, which results in much better and increased production capacity. The existing 4 Hi mill will be maintained as stand by subsequently, the augmentation will increase the installed production capacity of tin coated plates @ 420 MT/day (~150000 MT/annum). Further, Inhouse cold rolling of ~345 MT/day of the HR coil, will result in ~330 MT/day CR coil (exclusively for captive consumption). Thus, total CR coil quantity available for process use will be ~440 MT/day (at rated installed capacity), resulting in final product of ~420 MT/day. There is no change in existing boiler arrangement, however the industry is adding 2 new annealing bases based on PNG fired furnace.</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">The industry had submitted compliance reports of conditions of the NOC earlier granted to it under the Water Act, 1974 and the Air Act, 1981. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">Accordingly, the industry was visited by AEE of this office alongwith SA, Head Office Lab, Patiala on 21.09.2022. During visit it was observed as under: - </span></p>

During visit, the samples were collected from Outlet of ETP and as per analysis report, the various parameters are within prescribed limits as prescribed by Board. </span></p>

The industry has provided alkali scrubber as APCD along with stack of height 22 m above ground level to capture, treat and discharge of emissions generated from said process at adequate height. The industry has already executed an agreement with M/s JBR Technologies Pvt. Ltd., Ludhiana for treatment & disposal of spent acid generated from pickling process. The industry is regularly sending its spent acid to M/s JBR Technologies (P) Ltd., and also maintaining record of the same.</span></p>

Further, the stack emission sample were collected and as per sample reports, the concentration of particulate matter is 401 mg/Nm<sup>3</sup>, (From port hole on stacks after APCD attached with 2 no boiler of capacity 6 TPH each (common stack)), which are within the permissible limits as prescribed by the Board. </span></p>

D.G. set of capacity 1000 KVA equipped with canopy and a stack of adequate height.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">Accordingly, the recommendations were sent to PBIP for grant of Consent to Operate to the industry upto 31.03.2023 for manufacturing of CR Coil (for captive consumption) @ 330 Metric Tonnes/Day, Tin coated plates @ 420 Metric Tonnes/Day by using HR coil (for cold rolling) @ 345 Metric Tonnes/Day, CR coil @ 110 Metric Tonnes/Day, Tin @ 2 Metric Tonnes/Day, Caustic @ 30 Kgs/day, Hydrochloric/Sulphuric acid @ 4.5 Metric Tonnes/Day, Di-octyl sebacate (DOS) @ 2 Kgs/day, Ethoxylated naphthol syltonic acid (ENSA) @ 12 Kgs/day, Stannous sulphate @ 40 Kgs/day, Sodium dichromate @ 190 Kgs/day, Chromic acid @ 20 Kgs/day as raw material under red category subject to suitable conditions. However, the case was returned to the industry due to observations as under:</span></p>

S.O. 3250(E) dated 20.07.2022. </span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">Now, the industry has resubmitted application for obtaining varied Consent to Operate under both the acts for manufacturing of Tin coated plates @ 420 Metric Tonnes/Day and CR Coil (for captive consumption) @ 330 Metric Tonnes/Day by using HR coil (for cold rolling) @ 345 Metric Tonnes/Day, CR coil @ 110 Metric Tonnes/Day, Tin @ 2 Metric Tonnes/Day, Caustic @ 30 Kgs/day, Hydrochloric/Sulphuric acid @ 4.5 Metric Tonnes/Day, Di-octyl sebacate (DOS) @ 2 Kgs/day, Ethoxylated naphthol syltonic acid (ENSA) @ 12 Kgs/day, Stannous sulphate @ 40 Kgs/day, Sodium dichromate @ 190 Kgs/day, Chromic acid @ 20 Kgs/day as raw material under red category. The industry vide letter dated nil has undertaken as under:</span></p>

Meanwhile, the “6i” mill was got installed, including the supporting infrastructure (which also included a new additional ETP for treatment and reuse of quench rinse water). Subsequently, it was sensed by the production team that the modernization process can achieve increased production of the CR process, resulting in overall increase in the production capacity from ~ 310 MT/day to ~ 420 MT/day. Accordingly, an application was submitted for obtaining the CTOs for the increased production capacity.</span></p>
<p class="Style" style="text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo2; margin: 0in .7pt .0001pt .5in;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">The increase in installed production capacity was not as per the original plan of modernization, but an indirect consequence of the modernization. </span></p>

<p class="Style" style="text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo2; margin: 0in .7pt .0001pt .5in;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">It may be worthwhile to mention that the proposed modernization was achieved much before July 2022. Also the newly added ETP (which is meant to recirculate 100% of the quench rinse wastewater, thus adding to our continued efforts on water conservations), was also successfully commissioned.</span></p>
<p class="Style" style="text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo2; margin: 0in .7pt .0001pt .5in;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">The MoEFCC notification (vide no. SO 3250 (E), dated 20.07.2022, endorsed by the PPCB (vide letter no. 20242-57, dated 23.09.2022), has mandated the requirement of “Environmental Clearance” for “cold rolling” based activities, within one year.</span></p>

SO 3250 (E), dated 20.07.2022, directs that all the standalone re-rolling units or cold rolling units, which are in existence and in operation as on the date of this notification, with valid Consent to Establish (CTE) and Consent to Operate (CTO) from the concerned State Pollution Control Board or the Union territory Pollution Control Committee, as the case may be, shall apply online for grant of Terms of Reference (ToR) followed by Environment Clearance and the said units shall be granted Standard Terms of Reference as per item 3(a) of the said notification and shall be exempted from the requirement of public consultation: Provided that the application for the grant of ToR shall be made within a period of one year from the date of this notification.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">As the industry has submitted purchase bills of machinery, which are well before the date of notification issued by MoEFCC, as such the industry shall apply for obtaining ToR within the prescribed time as per notification. </span></p>

Therefore, in case of modernization/expansion of machinery in its existing premises is carried out, then this office will have no objection in this regard. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">As the department of Country & Town Planning has given its NOC for modernization/Expansion at the existing site of the unit. Further, the industry has submitted adequacy assessment report of its existing ETP and also installed separate ETP for recovery/reuse of quenching effluent. The same was found adequate in principle. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; color: black; mso-themecolor: text1;">In light of the undertaking submitted by industry, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 granted upto 31.03.2023 for manufacturing of CR Coil (for captive consumption) @ 330 Metric Tonnes/Day, Tin coated plates @ 420 Metric Tonnes/Day by using HR coil (for cold rolling) @ 345 Metric Tonnes/Day, CR coil @ 110 Metric Tonnes/Day, Tin @ 2 Metric Tonnes/Day, Caustic @ 30 Kgs/day, Hydrochloric/Sulphuric acid @ 4.5 Metric Tonnes/Day, Di-octyl sebacate (DOS) @ 2 Kgs/day, Ethoxylated naphthol syltonic acid (ENSA) @ 12 Kgs/day, Stannous sulphate @ 40 Kgs/day, Sodium dichromate @ 190 Kgs/day, Chromic acid @ 20 Kgs/day as raw material under red category subject to suitable conditions. </span></p> |
