The proposed land falls in the revenue estate of Kauhrian road, Dirba, Tehsil Dirba, District Sangrur bearing Khata no. 301/467 with Khasra no. 231/23/1 (1-15)&nbsp;measuring of land 1.0 Kanal 15 Marla. The said land has been taken on lease by the project proponent and the lease agreement is valid upto 19.08.2052.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">The project proponent has also deposited NOC fee of Rs. 1,400/- vide R. No. 127858595 dated 26/10/2022 against the value of fixed assets mentioned in project report of Rs. 20.03 lacs, which is adequate for one year. The project proponent has also submitted the site / location plan approved by R.K Associates, Patiala.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">It is worth to mention here that Central Pollution Control Board has framed sitting guidelines for setting up of new petrol pump vide memo no. B-13011/1/2019-20/AQM/10822 dated 07/01/2020 and same are as under:-</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">"In case of sitting criteria for petrol pumps, new Retail Outlets shall not be located within a radial distance of 50 meters (from fill point dispensing units vent pipe whichever is nearest) from schools, hospitals (10 beds and above) and residential areas designated as per local laws.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In case of constraints in providing 50 meters distance, the retail outlet shall implement additional safety measures as prescribed by PESO.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In no case, the distance between new retail outlet from schools, hospitals (10 beds and above) and residential area designated as per local laws shall be less than 30 meters.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">No high tension line shall pass over the retail outlet.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">These guidelines are supplementary to all existing relevant Rules. Guidelines Order: etc."</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In reference to above sitting guidelines, the project proponent has got revised certificate issued by SDM, Dirba vide no. 861/Steno dated 31/10/2022 stating that the site falls outside the distance of 50 mtr from Religious Place, School, hospital and residential houses (New SDM Report dated 31/10/2022 attached).</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">To verify the facts, the proposed site of the retail outlet was visited by AEE of this office on </span><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">30/11/2022<span style="color: #5d5d5d;"> and it was observed as under: -</span></span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">1.&nbsp;&nbsp;&nbsp;&nbsp;The site is situated at Kauhrian road, Dirba, Tehsil Dirba, District Sangrur.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">2.&nbsp;&nbsp;&nbsp;&nbsp;No&nbsp;construction&nbsp;activity has been started at the site.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">2.&nbsp;&nbsp;&nbsp;&nbsp;There is no school, hospital, within 50-meter radius of the proposed site. However, there are few residential houses near the proposed site of the retail outlet.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">3.&nbsp;&nbsp;&nbsp;&nbsp;Earlier, the high-tension line was passing over the proposed site of the retail outlet. But now, that wire has been removed by the PSPCL after deposit of requisite fees from project proponent. </span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The project proponent has proposed to install DG of capacity 25 KVA, which will be equipped with canopy and adequate stack height.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -23.85pt; background: white; margin: 0in 0in .0001pt 28.35pt;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The project proponent will not generate any trade effluent. Domestic effluent is proposed to discharge onto land for plantation after passing through septic tank.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.65pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">From the above, it is clear that proposed site for the retail outlet comply with sitting criteria prescribed by the CPCB &amp; suitable for the establishment of retail outlet at the proposed site.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.65pt; background: white;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">Keeping in view of above, the application for establishment of a new Petrol/Diesel-cum-CNG Retail Outlet for dispensing of Petrol &amp; Diesel @ 5000 Ltr/day and CNG @ 5000 Kgs/day may kindly be considered as per sitting guidelines issued by Central Pollution Control Board in light of the compliance to the additional safety measures prescribed by &ldquo;The&nbsp;<strong>Petroleum and Explosives Safety Organization</strong>&nbsp;(PESO)&rdquo;.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">1</span><span style="mso-bidi-font-size: 13.5pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">The petrol pump shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and complying with the said rules.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The outlet will submit on site emergency plan to the Board and also prepare of side emergency plan as per the Manufacturing, Storage &amp; Import of Hazardous Chemical Rules, 1989.</span></p> <p><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: HI;">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The outlet will not carry out any process at the site i.e., automobile servicing, repairing and painting etc. which creates water &amp; air pollution without prior written permission of the Board.</span></p>
