CTOW/Varied/SGR/2022/20015969 dated 30/09/2022 and the Air Act, 1981 vide no. CTOA/Varied/SGR/2022/20015966 dated 30/09/2022, valid upto 30/09/2026, for manufacturing of Sorted Raw Rice with Dryer @ 1.0 TPH by processing of Paddy @ 1.5 TPH under orange category. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 & the Air Act, 1981, for production of Sorted Raw Rice with Dryer @ 1.0 TPH by processing of Paddy @ 1.5 TPH, as raw material under orange category. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">The industry has deposited consent fee, the details of which is as under: Under the Water Act, 1974 Rs. 10,000/- vide R.No. 790765332 dated 04/09/2022 and Rs. 800/- vide R. No. 495474009 dated 16/11/2022. Under the Air Act, 1981 Rs. 12,300/-(Rs. 10,000 Air Consent Fee + Rs. 1800/- NOC fee + Rs. 500/- Application fee) vide R.No. 841462269 dated 04/09/2022 and Rs. 800/- vide R. No. 98382376 dated 16/11/2022. The fee deposited by the rice sheller is adequate upto 30/09/2029 (As per revised consent fee framed by Board vide order no. 524 dated 29/10/2018) for the un-depreciated value of fixed assets of land, building & plant / machinery etc of Rs. 68.64 lacs dated 09/11/2021.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;">The rice sheller has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section as well as dryer. The rice sheller has got analyzed its air emission sample of cyclone installed as APCD with shelling section as well as dryer section from NABL approved lab on 15/03/2022 and results of the same reveals that the concentration of the parameters to be 365.8 mg/Nm3 and 269.6 mg/Nm3 respectively, which are within the limits prescribed by the Board.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The industry has further</span><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;"> submitted an undertaking that the consent to operate to my rice sheller unit be granted based on the undertaking submitted by me, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of this undertaking is found false, the Board shall be free to take action against the unit under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;">The industry has also submitted undertaking regarding updation of APCD from time to time, in future when and required by PPCB or Punjab Govt. As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green & white categories" which also includes the consent period for which the consents are to be granted to red, orange & green category industries for five years, ten years & 15 years respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. Further, it is intimated that there is no change in the underappreciated value of the fixed assets.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;">No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Verdana','sans-serif'; color: #5d5d5d;"> Keeping above in view, it is recommended that consent to operate granted under the Water Act, 1974 & under the Air Act, 1981 may be issued up to 30/09/2029 for manufacturing of <span style="background: white;">Sorted Raw Rice with Dryer @ 1.0 TPH by processing of Paddy @ 1.5 TPH,</span> under orange category.</span></p> |
