<p class="TableParagraph" style="text-align: justify; text-indent: 79.65pt; line-height: 150%; margin: 2.2pt 12.25pt .0001pt 5.65pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">It is submitted that the PP has proposed to establish Card<span style="letter-spacing: -.25pt;"> </span>Board/Mix Board<span style="letter-spacing: -.25pt;"> </span>industry for manufacturing of Card<span style="letter-spacing: -.25pt;"> </span>Board/Mix Board<span style="letter-spacing: -.25pt;"> </span>@<span style="letter-spacing: -.05pt;"> </span>5.0<span style="letter-spacing: -.15pt;"> </span>MTD under small scale orange category unit by using Paper Mill ETP Sludge from Primary Clarifier @ 2.0 MTD, Rice Straw @ 2.0 MTD, Jute Bags @ 1.0 MTD and Water @ 5000 Liter/day as raw<span style="letter-spacing: -.05pt;"> </span>material. The proposed site of the industry is falls in the revenue estate of village Sangatpura, Tehsil Lehra, Distt. Sangrur having khasra no.26//10, 12/1,9 of land measuring 8 kanal 0 marla (1 acre).</span></p>
<p class="TableParagraph" style="margin-right: 4.4pt; text-align: justify; text-indent: 79.65pt; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The industry has also submitted a copy of NOC issued from District Town Planner, Sangrur vide its memo no. 1820 DTP(S) LPLG-133 dated 23.11.2022 for establishment of mix board manufacturing unit. As per the NOC obtained from department of town and country planning, the site falls under the notified local planning area, Lehra and it is mentioned that during the preparation of the Master Plan, the proposed site of the industry may be covered in agriculture zone. Further, it is mentioned that the proposed unit i.e. card board manufacturing industry falls under orange category, which is permissible in agriculture zone, provided distance from abadi of minimum 50 pucca houses is 250 mtr and distance from abadi of 15 pucca houses at least 100 mtr.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 79.65pt; line-height: 150%; margin: 2.2pt 12.25pt .0001pt 5.65pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">There is no specific sitting guidelines laid down by the Board for such type of units and only general guidelines are applicable. Accordingly, the industry has submitted certificate from SDM, Lehra vide its letter no. 800/</span><span lang="PA" style="font-size: 12.0pt; line-height: 150%; font-family: 'Raavi','sans-serif'; mso-ascii-font-family: 'Bookman Old Style'; mso-hansi-font-family: 'Bookman Old Style'; mso-bidi-language: PA;">ਰ ਕ</span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';"> dated </span><span lang="PA" style="font-size: 12.0pt; line-height: 150%; font-family: 'Raavi','sans-serif'; mso-ascii-font-family: 'Bookman Old Style'; mso-hansi-font-family: 'Bookman Old Style'; mso-bidi-language: PA;">02.11</span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">.2022 regarding the distances from the various parameters. As per the SDM letter, there is no residential area within, lal lakir/ phirni of and MC/NP limit within 100 mtr radius of the site. <strong>Hence, the site is suitable.</strong></span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 79.65pt; line-height: 150%; margin: 2.2pt 12.25pt .0001pt 5.65pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">Accordingly, the industry has applied for obtaining NOC (CTE) of the Board for establishment of Card<span style="letter-spacing: -.25pt;"> </span>Board/Mix Board<span style="letter-spacing: -.25pt;"> </span>industry for manufacturing of Card<span style="letter-spacing: -.25pt;"> </span>Board<span style="letter-spacing: -.25pt;"> </span>@<span style="letter-spacing: -.05pt;"> </span>5.0<span style="letter-spacing: -.15pt;"> </span>MTD under the Water Act, 1974 and the Air Act, 1981. The industry has also deposited NOC fee as mentioned at serial no. vii against the proposed cost of the project i.e. Rs. 137.10 lacs, which is adequate for one year.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 79.65pt; line-height: 150%; margin: .15pt 12.25pt .0001pt 5.65pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">To verify the facts, the site was visited by AEE of this office on </span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Raavi; mso-bidi-language: PA;">01/12/</span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">2022 and<span style="letter-spacing: -3.6pt;"> </span>it<span style="letter-spacing: -.3pt;"> </span>was observed<span style="letter-spacing: -.2pt;"> </span>as under:-</span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: 77.95pt; line-height: 150%; tab-stops: 8.6pt; margin: 0cm 12.25pt .0001pt 8.6pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The industry has also submitted feasibility report regarding the various pollutions involved and its control measures to be taken. As per the feasibility report, initially there will be a requirement of 10 KLD of fresh water and thereafter 5 KLD of fresh water will be used as makeup water along with waste water generated from its process. There will no waste water generation & all the waste water generated from its process will be reused back into its process. As such, the industry has not proposed any ETP for treatment of said waste water. However, the industry has proposed to provide proposed 3 tanks having size 2 mtr × 2 mtr × 2.2 mtr for re-circulating water. Only domestic effluent will be generated, which will be discharged onto land for plantation after passing through septic tank. The industry will make 3 no. of sludge beds of size 3Mx 3M x 1.5M no. The sludge beds will be further connected to main Collection tank by means of perforated water tubes.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 77.95pt; line-height: 150%; tab-stops: 8.6pt; margin: 0cm 12.25pt .0001pt 8.6pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">As the industry has applied for obtaining NOC, at this stage, the industry has proposed to procure ETP sludge from M/s DSG Paper Pvt. Ltd., Patiala and has submitted an undertaking that it will comply with the SOPs prepared by CPCB for utilization of ETP sludge the industry has already proposed to obtain actual user certificate for utilization of ETP sludge from paper mills. Further, agreement will be taken from the industry for procurement of ETP sludge during the CTO applications</span></p>
<p><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: Tahoma; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">Keeping in view of above it is recommended that Consent to establish (NOC)<span style="letter-spacing: .05pt;"> </span>for setting up of unit to manufacture Card Board @ 5.0 MTD by using Paper Mill ETP Sludge from Primary Clarifier @ 2.0 MTD, Rice Straw @ 2.0 MTD, Jute Bags @ 1.0 MTD and Water @ 5000 Liter/day as raw material may be granted to the industry with suitable conditions as per<span style="letter-spacing: .05pt;"> </span>policy<span style="letter-spacing: -.05pt;"> </span>of<span style="letter-spacing: -.05pt;"> </span>the Board.</span></p> |
