A)   It is submitted that the industry is small scale red category dyeing unit. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2021/17248488 dated 28.12.2021 valid upto 27.12.2022 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2022/19297245 dated 29.07.2022 valid upto 28.01.2023 for dyeing of Polyester Fabric @ 10000 Kg/day with discharge of trade effluent @ 1050 KLD into sewer after ETP & domestic effluent @ 95 KLD into sewer and for using rice husk/agro waste in its boiler of capacity 6.0 TPH with Two stage alkali scrubber along with adequate stack height and one DG set of 240 KVA with canopy along with adequate stack height subject to conditions mentioned therein. Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 was also issued to PSPCL authorities to restore the electricity connection of the industry temporarily upto 28.01.2023. B)   Now, the industry has applied for Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for dyeing of Polyester Fabric @ 10000 Kg/day with discharge of trade effluent @ 1380 KLD & domestic effluent @ 95 KLD into conveyance system of CETP 50 MLD and for using rice husk/agro waste in its boiler of capacity 6.0 TPH with Two stage alkali scrubber along with adequate stack height and one DG set of 240 KVA with canopy along with adequate stack height. C)   The industry has deposited Rs. 39,600/- vide online receipt no. 896239285 dated 11.11.2022, which is adequate upto 30.06.2027 under the Water Act, 1974 & had already deposited Rs. 54,000/- vide UTR No. N306211698191389 dated 02.11.2021, which is adequate upto 31.03.2024 under Air Act, 1981. D)  The industry was visited by AEE of this office on 24.11.2022 and observed as under: <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">1.    The industry was in operation and engaged in the process of dyeing of polyester fabric. <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">2.     The industry has installed 12 soft flow machines of capacities (2x600 Kg), (7x300 Kg), (2x500 Kg) & (1x150 Kg) & 01 sample machine in its premises. <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 660 KLD from its total 30 chambers of soft flow machines & 1 winch machine. The industry has now removed its old winch machine.  The industry has granted 1378 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is is less than the share allotted to it. 4.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 5.    The industry has installed a boiler of capacity 06 TPH capacity and has provided trima cyclone separator as APCD alongwith stack of adequate height and proper sampling arrangements. The rice husk was being used as fuel during visit. The stack was almost clear during visit. 6.    The stack emission samples were collected during visit and as per the anlaysis report results are within limits. The industry has also got analyzed its air emission samples from the Board approved lab on 12.11.2022 and as per the analysis report results are within limits. 7.    The industry has also installed one DG set of capacity 240 KVA equipped with canopy and adequate heights. 8.    The industry has submitted 02 new Bank Guarantee of amounting Rs. 2.0 Lac & Rs. 50,000/- in lieu of old expired Bank Guarantees, which are valid upto 16.11.2023 each. 9.    Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.                             Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: 1.    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be considered for grant for short period as approved by the Competent Authority in such cases for the discharge of trade effluent & domestic effluent @ 660 KLD into conveyance system of CETP 50 MLD at existing machinery subject to the condition that:- (i)      The industry will install EMF at inlet water supply also within 01 month. (ii)    The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (iii)   The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iv)   The industry shall maintain the record of flow meter installed at outlet leading to CETP. (v)    The industry shall not generate/discharge trade & domestic effluent more than 660 KLD without obtaining prior permission of the Board. Competency: SEE, ZO-II, Ludhiana
